    Marin County Parks manages 40 public parks and pathways, and 18,500 acres of open space. These public lands, which include McNears Beach, Paradise Beach, Roy’s Redwoods, Bolinas Lagoon, Mount Burdell, and Ring Mountain, reflect the rich variety of ecosystems in coastal northern California.

    ABOUT THE POSITION

    There is currently (1) Full-Time position available.

    Marin County Parks is seeking a Geographic Information Systems (GIS) and Data Program Manager to establish and lead the department’s first-ever dedicated GIS program. This position will develop, implement and increase usage of a broad-based geographic information system with the use of ESRI-based GIS software for both internal workflows and public-facing platforms, enhancing land stewardship, permitting, asset management, CEQA compliance, and community engagement. Duties include developing GIS data standards and governance protocols, creating and maintaining interactive and print maps, supporting other staff with GIS training and resources, leading the transition to ArcGIS Online, and producing rich StoryMaps and spatial visualizations for both technical and public use.

    ABOUT YOU

    Our Highly Qualified Candidate: In addition to the knowledge and abilities referred to in the minimum qualifications the highly qualified candidate will possess a minimum of five years of professional experience in geographic information systems, planning, environmental science, or a related field, and are fully competent to perform a variety of GIS applications development, conversion and database creation and manipulation work. They will demonstrate through the application process a solid knowledge of principles and applications of GIS software and GPS (Global Positioning System), including ESRI-based GIS software and its applications and related programming languages, such as JavaScript and Python, as well as experience with Enterprise SDE geodatabase management uses and application and SQL database management concepts and protocol. These technical strengths are complemented by the ability to design and execute complex analytical tabular and spatial queries and analyses to produce informational maps and exhibits that support land stewardship, planning, and public communication.

    Further, the ideal candidate will be able to prepare clear and concise program documentation, user procedures, and technical reports, and present, display and explain complex information to a variety of end-users and audiences, ensuring GIS outputs are not only technically accurate but accessible and meaningful to all stakeholders. They are a collaborative communicator who can build trust and strong working relationships across disciplines, especially with staff who may not have GIS experience but rely on spatial data to support land stewardship, planning, and public communication. This candidate brings a designer’s mindset to system and map architecture. They have a demonstrated ability to distill ambiguity into coherent, intuitive tools and visuals, anticipate user needs, and deliver stable solutions for data organization and storage that remain effective even in the hands of non-specialists.

    QUALIFICATIONS

    Knowledge of:
      ◦ Principles and practices of the development and implementation of geographic information systems, including the production of digitized and hard-copy maps and statistical data.
      ◦ Geographic systems hardware, software and applications as utilized by the County.
      ◦ Techniques of synthesis and analysis of natural and cultural phenomena using GIS software.
      ◦ Principles and practices of systems analysis and development.
      ◦ Applicable laws, codes and regulations.
      ◦ Record keeping principles and practices.
      ◦ System documentation principles and practices.
      ◦ Techniques for the selection, installation and troubleshooting of computer hardware and software.
      ◦ Use and care of drafting equipment and standard office equipment.
      ◦ Techniques for explaining technical concepts to non-technical users.

    Ability to:
      ◦ Independently plan, coordinate and implement effective GIS applications projects for County departments and varied public and private organizations.
      ◦ Effectively use application program languages and system hardware and software utilized by the County GIS.
      ◦ Estimate hardware and software requirements and time and cost requirements for specific projects.
      ◦ Interpret aerial photographs.
      ◦ Install and troubleshoot hardware and software.
      ◦ Prepare clear and concise program documentation, user procedures and technical reports.
      ◦ Maintain accurate records and files.
      ◦ Organize own work, set priorities and meet critical deadlines.
      ◦ Use initiative and independent judgment within established procedural guidelines.
      ◦ Instruct non-technical users in system use and procedures.
      ◦ Establish and maintain effective working relationships with those contacted in the course of the work.

    MINIMUM QUALIFICATIONS:
    Any combination of education and experience that would provide the knowledge and skills listed.

    Typically, graduation from a four-year college or university with major course work in planning, engineering, computer science or geographic studies or a field related to the work. Experience in digitizing data or working with geographic information system data, in map drafting or in the planning function may be substituted for the education on a year-for-year basis to a maximum of two years.

    Two years of professional-level experience in working with digital ortho photography and/or automated geographic information databases and systems at a level equivalent to that of the County's class of GIS Analyst I.
