    Under general direction, performs professional duties related to development, maintenance and support of citywide software systems. The primary responsibilities are business analysis, planning, acquisition deployment, development of technology solutions, and ongoing support of City business systems and multiple enterprise applications.

    Currently, there is one (1) vacancy in the Information Technology Department. This position requires on-site work (no telecommuting).

    Essential Functions Include But Are Not Limited To

    Planning, development, deployment and support of departmental and citywide applications. Provides technical consulting on complex projects. Formulates/defines systems scope and objectives. Supports existing enterprise applications, plans and performs ERP system upgrades, applying regulatory year end updates and critical environment and application hot fixes, supports process automation tasks and security access. Performs design, development, testing, deployment, user training and support. Responsible for program design, coding, testing, debugging, documentation, and maintenance, using development tools according to IT Application Development standards. Able to design and develops user interfaces, reporting, work flows, business rules, and interfaces. Prepares estimates of schedule, cost, and resource requirements for development and/or maintenance related projects. Analyzes business needs, defines business requirements, translates business requirements into detailed functional and technical specifications using design principles and flowcharting techniques and prototype development tools. Work with business users to understand and define requirements, create business documents, and help build business processes, procedures and business rules catalogs. Develop AS IS and TO BE business processes, plan and conduct user acceptance training, conducts gap analysis, understand business strategic goals, determines opportunities to improve and automate processes and functions. May instruct, direct and check the work of other applications systems analysis and programming personnel. Performs other related functions as assigned.

    Minimum Qualifications

    Must have two (2) years of recent hands-on experience that includes business analysis, development/maintenance, or any equivalent combination of experience and training that provides the knowledge and abilities listed below. Graduation from an accredited four-year college or university with extensive coursework in computer programming, data base design and development may be used in combination with experience to meet the minimum requirements.
    DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES Knowledge of: Principles, methods and techniques used in analysis, design, development, testing and implementing software solutions, Information system development lifecycle and design principles, database architecture and administration, knowledge of various programming languages appropriate to specific business applications or specialized assignments; business processes; operating systems, database design. Experience with enterprise content management systems, business process automation, workflow, records management, document imaging and webform software. Ability to: perform complex analytical tasks, work efficiently on poorly documented systems; analyze and troubleshoot and remediate application systems errors, identify, recommend and implement improvements to applications systems, effectively communicate technical information to users, work well both independently and as part of a team; perform tasks related to all phases of applications systems analysis and programming; exercise good judgment in decision making; operate with discretion while performing duties which involve highly sensitive data and access to confidential decision processes; understand business system requirements, determine user needs and prepare application requirements, test procedures and user manuals; establish and maintain effective working relationships with customers, co-workers, vendors, and management at all organizational levels; communicate clearly and effectively both orally and in writing; lift and carry objects weighing up to 40 pounds; recognize and respond to alarm sounds and equipment-generated signals.
    SPECIAL REQUIREMENT: Possession and retention of a valid California Class C Driver's License.
