    Job Description

    This recruitment will establish an employment list to fill current and any future vacancies within the Human Resources & Development Department. The anticipated life of the employment list is six months. If interested in employment for this position for current or future vacancies, please submit an online application for consideration.

    Current vacancy is with Human Resources & Development located in Visalia, CA. The anticipated life of the list is six months.

    SALARY INFORMATION BY LEVEL
    Level I: $3,560 - $4,338 Monthly
    Level II: $4,119 - $5,020 Monthly

    Typical Duties

    Job Duties-Level I
    • Assist the Unit with recruitment and selection processes including proofing flyers and supplemental application forms, preparing, scheduling, and scoring exams and creating and maintaining eligibility lists.
    • Accept, track and facilitate processing and assignment of recruitment requests and certification of eligible candidates from existing employment lists.
    • Develop methods and procedures to increase effectiveness of the certification process, tracking of recruitment data, and annual or quarterly statistics for reporting and measuring performance of Unit.

    Job Duties-Level II:

    • Level II will be responsible for the more complex job duties listed for Level I.

    Minimum Qualifications

    Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

    Education:

    • Equivalent to the completion of two (2) years of college with coursework in public, business or human resources administration.


    Experience:

    Level I:

    • Two (2) years of increasingly responsible recruitment or human resources experience. (Additional years of directly related work experience may be substituted for the education requirement on a year for year basis).


    Level II:

    • Three (3) years of increasingly responsible recruitment or human resources experience. (Additional years of directly related work experience may be substituted for the education requirement on a year for year basis).


    Equivalencies for Education/Experience:

    Level I:

    • Equivalent to graduation from an accredited college or university with major course work in human resources, public or business administration, communications or related field of study.


    Level II:

    • Equivalent to graduation from an accredited college or university with major course work in human resources, public or business administration, communications or related field of study, AND one (1) year of increasingly responsible recruitment or human resources experience.


    Knowledge of:
    • Human resources policies, procedures and practices based on merit principles.
    • Word processing, spreadsheet, PowerPoint, and testing software programs.
    • Math sufficient to compute percentages in preparing test scores.
    • General procedures of recruitment and selection, classification, and other human resources functions.
    • Use of various records and filing systems.


    Skill/Ability to:
    • Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers.
    • Operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment.
    • Accurately obtain and summarize information from a variety of sources.
    • Compile reports and maintain records using spreadsheet, word processing programs, or recruitment/applicant tracking/bilingual testing software programs.
    • Proofread for errors in grammar, spelling and punctuation.
    • Write correspondence, reports, and other documents in a clear and concise manner using correct grammar.
    • Communicate verbally to explain terminology and procedures to customers including applicants of various socioeconomic and cultural backgrounds, County employees, and human resources representatives.
    • Deliver exam instructions and explain technical aspects of exam processes to applicants, assist applicants with computerized testing.
    • Use patience, tact and courtesy in dealing with the public and co-workers.
    • Organize work to meet goals and deadlines.


    Bargaining Unit 19

    Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision, life and long-term disability). This benefit is pro-rated and paid on a pay period basis (24 pay periods).

    Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).

    Retirement : The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

    Paid Holiday Leave : 12 set days and 1 personal holiday.

    Vacation Accrual :
    2 weeks per year (0-3 years of service)
    3 weeks per year (3-7 years of service)
    4 weeks per year (7-11 years of service)
    5 weeks per year (11+ years of service)
    Limit of 300 hours.

    FLSA exempt employees accrue an additional 5 days of vacation per year.

    Sick Leave Accrual : 12 days per year with unlimited accumulation, 60 hours of which may be used toward family sick leave.

    Group Term Life Insurance and AD&D: $30,000; Provided by Standard Insurance Company.

    Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled.

    Employees are covered by State Disability Insurance. The premium is paid by the employee.

    Deferred Compensation : A voluntary deferred compensation plan is available.
