THE POSITION The City of Ventura Water Department is looking for a Utility Billing Specialist - Senior Utility Billing Specialist to join the team. We are seeking detailed oriented candidates who are dedicated to meeting customer expectations and requirements. This is a great entry level position for candidates with customer service experience and customer billing, clerical accounting experience or college level coursework in accounting, finance, business administration or the like. WHAT YOU’LL DO Reporting to the Utility Billing Supervisor, the Utility Billing Specialist - Senior Utility Billing Specialist is key to providing front line customer care and accounting work to Ventura Water customers daily. This team member handles a high volume of customer inquiries from open to close and is responsible for providing information and assistance to the public by phone, mail, and computer. Additionally, this Utility Billing Specialist performs detailed clerical work, maintaining water and wastewater billing accounts and processing billing. Utility Billing Specialist is the entry-level class in the utility billing series. At this level, Specialists are expected to perform the more routine and less complex customer care and maintenance of customer accounts related to utility billing while receiving technical and functional direction and training. Positions are flexibly staffed, and Utility Billing Specialists are expected to advance to the Senior Utility Billing Specialist classification upon obtaining the required experience and demonstrated proficiency in performing the assigned functions. Senior Utility Billing Specialist is the journey-level class in the utility billing series. This class performs the full range of customer care and maintenance of customer accounts in support of utility billing. Senior Utility Billing Specialists work with occasional instruction/assistance and are fully aware of the operating procedures and policies of the work unit. They may provide lead direction over the Utility Billing Specialist and are normally filled by advancement from the Utility Billing Specialist level. THE POSITION The City of Ventura is hiring! The City of Ventura’s Parks and Recreation Department is actively hiring for part-time, extra-help Recreation Leader I/II and Recreation Specialist positions. Recreation Leader I/II and Recreation Specialists work under general supervision and may provide on-sight supervision, oversight, instruction, and support for a variety of programs, tours, and recreation activities in the areas of sports, cultural arts, interpretive and adaptive services, and other related parks, recreation, senior, youth, and community programs and services. SUMMARY PURPOSE OF POSITION The Railroad Civil Engineer II will work closely with other staff and consultants to perform project engineering and project management duties for railroad design projects. This position will also be the subject matter expert on a variety of projects including plan reviews, preparation of various applications for environmental documentation and agreements with local agencies, railroads and third parties involving public works construction, station design, grade crossings, grade separations and utilities to ensure compliance with railroad engineering standards and regulatory requirements. This position will be involved in managing projects and tasks as part of the Southern California Optimized Rail Expansion Program (SCORE), a multi-year program to increase the capacity of the regional rail system by adding double track, station platforms, grade crossing improvements, signal respacing, and maintenance facilities. This is a Limited Term position not to exceed five (5) years . This position is funded in whole or in part through federal, state, or other governmental grants which are limited by time or funding. Limited Term positions may be eliminated when the funding ends, time expires, or due to lack of business need for the position. Write project descriptions, charters, project study reports, and regular monthly reports. Calculate construction work quantities (quantity take-off) from plans and specifications, field survey data, or direct field measurements. Prepare estimates of the probable cost of construction and maintenance activities using data from estimating tables, previous bids, production reports, or analysis of crew and equipment. Write scope of work and prepare estimates for professional services task orders; manage contract task orders and oversee consultant scope of work. Monitor expenditures during design and prepare reports of cost to date for on-going work, projected cost at completion, and anticipated outlays over life of project. Review invoices for work performed on various contracts as specified by the contract. Prepare project budgets and track funds received for projects from grants, deposits, or other sources, and prepare reports of expenses versus budget, and assist accounting department with timely billing on projects. Review submittals from contractors for conformance with the requirements of the contract, and SCRRA standards, respond to requests for information, submittals, correspondence, and other contract related documents; Assist in development of plans for construction activities using inspection and other measurement and condition data and prepare schedules for design and construction using critical path scheduling techniques (CPM). Calculate project material requirements, prepare bid packages from standard plans and specifications, prepare purchasing requisitions, and track material procurements. Maintain a culture of safety by participating in activities of safety committees, reviewing work plans for compliance with safe operating practices, and making observations of work activities. Prepare plans and specifications for job order contracts and small contract packages using SCRRA standard plans and specifications and other industry standards. Review designs of temporary structures for construction; review work plans for construction work involving railroad track and related facilities and structures including surveying and layout. Prepare correspondence to contractors, consultants, agencies, and other railroads to address engineering and construction topics. Support other various SCRRA departments for engineering related tasks as needed including but not limited to grant support, engineering reviews for permitting. SUMMARY PURPOSE OF POSITION The Railroad Civil Engineer II will work closely with other staff and consultants to perform project engineering and project management duties for railroad design projects. This position will also be the subject matter expert on a variety of projects including plan reviews, preparation of various applications for environmental documentation and agreements with local agencies, railroads and third parties involving public works construction, station design, grade crossings, grade separations and utilities to ensure compliance with railroad engineering standards and regulatory requirements. This position will be involved in managing projects and tasks as part of the Southern California Optimized Rail Expansion Program (SCORE), a multi-year program to increase the capacity of the regional rail system by adding double track, station platforms, grade crossing improvements, signal respacing, and maintenance facilities. The Accounts Payable department is an organizational unit within University Accounting Services, responsible for ensuring that disbursements are made in accordance with applicable laws, regulations and policies set forth by the State Controller’s Office, CSU Chancellor’s Office, and other state and federal agencies. The unit also maintains oversight and administration of the campus travel program and Corporate Travel Credit Card Program. The department must comply with appropriate state and federal tax reporting requirements. The Accounts Payable department works closely with General Accounting and Procurement Services. The department also communicates with on campus personnel and outside vendors on a regular basis to ensure payment processing is accurately performed and in alignment with all applicable policies and procedures. The Accounts Payable department plays a key role in the operations, enhancement, and upgrades to the campus PeopleSoft and Concur systems, as well as the forthcoming Procure-to-Pay implementation. DUTIES AND RESPONSIBILITIES Audit purchase order invoices to determine matching rule requiring departmental approval prior to payment. Examine invoices against purchase orders for accuracy of line items, unit prices, payment terms, sales/use tax, income tax withholding, and freight charges. Review available balances on purchase orders in the PeopleSoft financial system to determine availability of encumbrances. Prepare authorized Direct Pay transactions and travel expense claims for payment processing. Review documents for authorized signature and proper funding sources that adhere to University and State standards, regulations, policies and procedures. Analyze Direct Pay transactions and travel expense claims for correct and complete expenditure documentation. Verify and calculate all extensions and totals on invoices; including calculate available discounts and proper sales and use tax for all payments. Evaluate tax liability on all payments to determine if state and/or federal taxes must be reported or withheld. Identify and isolate problems or discrepancies with vouchers, receivers, purchase orders or payable application; including, but not limited to, supporting documentation, funding sources, authorized signatures, and conflicts with policies or procedures. Plan a course of action to remedy the problems or discrepancies found, which may include contacting Procurement Buyers, campus departments, or vendors to recommend alternatives or changes necessary to process payment in a timely manner Determine document compliance with vendor data record information, including sending the request for data to new or pre-existing vendors. Assign vendor codes, create control groups, and enter information into the PeopleSoft financial system for voucher creation and payment processing. Review for payment requests which include deposits and ensure pre-approval is obtained before payment processing. Audit vendor accounts to determine status of vouchers and make corrections necessary for prompt payment. Audit system generated file copies of checks to validate correct remittances and vendor payment information prior to mailing. Coordinate appropriate enclosures and payment information. Opens, reviews, and prioritizes incoming mail on an as needed basis. Attend department meetings and assist with training the campus community regarding Direct Pay, PO and Travel policies and procedures when needed. Analyzes and interprets financial system data; generating queries and reports to validate data integrity and accuracy. Serves as liaison with university vendors regarding payment practices and procedures. Assist with the compilation of year-end expenditure accruals. Assist with campus financial system testing, including the PeopleSoft Accounts Payable module, to ensure all implementations and upgrades function as designed and in alignment with campus practices. Perform other duties and responsibilities as assigned by the Accounts Payable Coordinator, Accounts Payable Manager, Director of University Accounting Services and/or by the Associate Vice President of Financial Services/Controller to meet the operational needs of University Accounting Services and the University; which may entail research, assisting with the modification and documentation of department and university procedures, implementation of various systems to enhance the effectiveness and efficiency of department and university operations, serve as a resource to the campus community regarding accounts payable related inquiries and issues, preparation and submission of journal entries for accounts payable related corrections and additional analysis/identification/preparation of accounts payable related activity.
