The Opportunity

San Bernardino County seeks an expert in the field of information privacy and compliance to serve as the new County Privacy Officer/Ethics Officer overseeing the Office of Compliance & Ethics.

The County Privacy Officer/Ethics Officer is in a key County leadership position and will drive the development and implementation of a Countywide strategic and comprehensive compliance and privacy program that sets the standard for consistent and effective data security practices across all County departments, divisions, and programs. D uties include developing and managing compliance and audit plans, risk assessments and remediation plans, investigations and resolutions, and compliance and privacy related policies, procedures, education, and training. The CPO also reviews County contracts for compliance issues and prepares reports and corrective action plans for various stakeholders. The CPO works with department leadership, staff, and other County departments to ensure access control, secure data sharing, disaster recovery, business continuity, incident response, and risk management for both HIPAA covered and non-covered entities.

The position will report to a designee of the County Administrative Office and is designated as the Countywide Privacy Officer, as required by law.

Minimum Requirements

Experience: Three (3) years of experience in a HIPAA privacy role. In addition, experience in privacy, confidentiality, compliance, or health care in a government setting is preferred.

Education: A bachelor’s degree from an accredited college or university with major coursework in business/public administration, health administration, systems analysis, finance, economics or a closely related field. A master’s degree in any of the above courses or a Juris Doctorate degree is highly desired.

Desired: Certification in one or more of the following is highly desired , but not required:
  • Certified Information Privacy Professional (CIPP),
  • Certified in Healthcare Privacy Compliance (CHPC),
  • Healthcare Privacy Compliance (HCCA),
  • Healthcare Privacy & Security (AHIMA),
  • HIPAA Compliance Officer, Certified (AIHC),
  • Certified Compliance & Ethics Professional (SCCE)
A combination of education, training and experience that would provide the required knowledge, skills, and abilities may be considered.

The ideal candidate has compliance and privacy experience in public sector health care, integrated behavioral health, and human services organizations. They can work with stakeholders to design and implement a robust compliance and privacy program that enables data sharing for better service delivery. This role requires strong leadership, supervision, organization, communication, and relationship-building skills. The ideal candidate can communicate complex technical information to different audiences. They can handle multiple projects and meet tight deadlines.

The ideal candidate must have a deep knowledge of Federal, State, and County compliance and privacy regulations. They have experience training staff and developing organizational capacity to achieve compliance objectives. They have excellent critical thinking skills and sound judgment. They can exercise discretion for sensitive matters and maintain the highest ethical standards.
