THE POSITION With supervisor approval, incumbents may be eligible for intermittent remote work; however, they must physically reside within the Sacramento region or have the ability to regularly report to a City of Sacramento physical worksite with little notice. The City of Sacramento Community Development Department is seeking a Building Inspector to join the Building Division’s addressing team. This position works on assigning and managing street names and numerical addresses for parcels of land and buildings. Working with a dedicated team, the position will coordinate with multiple city departments and outside agencies on street and address information for new and existing buildings, lots, streets, and alleys. This position will perform research, process address requests, assign addresses, and assist citizens, businesses, and developers on address-related questions. Plumbing/Mechanical Plan Review assignments concern the review of all building plans and supporting materials for plumbing and mechanical installations, and the acceptance and review of building permits to ensure compliance with various codes, ordinances and policies; responsible for the preparation of correction notices defining plan deficiencies; inspects all work, including the most complex installations to support fast track construction and assists with other inspection disciplines as they relate to plumbing and mechanical plan review installations. Electrical Plan Review assignments concern the review of all building plans and supporting materials for electrical installations, and the acceptance and review of building permits to ensure compliance with various codes, ordinances and policies; responsible for the preparation of correction notices defining plan deficiencies; inspects all work, including the most complex installations to support fast track construction, and assists with other inspection disciplines as they relate to electrical plan review and installations. Project Management assignments concern the development and administration of contracts for the construction or plan review of facilities, and the inspection of construction to ensure compliance with plans and specifications, and the management and coordination of City or private venture projects. Projects are managed and coordinated from conception through completion. In addition, Project Management assignments assist the project team by coordinating and expediting project approval, plan review, permit issuance, and inspections functions with various departments and agencies. Enforcement Case Management assignments concern complaint investigations for determination of code deficiencies, not necessarily related to active construction; management of contracts to demolish or repair structures with identified deficiencies, and coordination with various organizations and agencies in managing cases. DISTINGUISHING CHARACTERISTICS The Building Inspector class levels are distinguished by the number of inspection disciplines an inspector is recognized to be qualified in based on certification and demonstrable abilities. Positions in this class are flexibly staffed and are automatically flexed to the higher level upon completion of required experience and certification as established per the discipline being flexed to. Appointment to the higher class requires that the employee be performing the full range of duties for the class and meet the qualification standards for the class. Building Inspector I is the entry-level classification in the building inspection series requiring skill and knowledge in any one inspection discipline as illustrated. Incumbents may be assigned to perform the less difficult or complex work in other disciplines as required. Building Inspector II is distinguished from Building Inspector I, in that the former requires the performance of complex duties within two inspection disciplines as illustrated. SUPERVISION RECEIVED AND EXCERCISED Direct and lead supervision is provided by a Supervising Building Inspector or higher-level management personnel. A typical way to obtain the knowledge and abilities would be: EDUCATION: Equivalent to the completion of the 12th grade. -AND_ EXPERIENCE: One year of experience performing building inspection work within one or more inspection disciplines for a municipal or county government agency, or three years of journey level experience in the building construction field as a plumber, electrician, carpenter, roofer, or closely related field, within the discipline(s) applied. -OR- EDUCATION: Completion of 21 units of college level courses in building inspection, construction, or other related areas and possession of a certification issued by the I.C.C. or other approved certifying organization in the building construction or plans examiner fields -AND- EXPERIENCE: One year of experience performing a variety of paraprofessional/technical work related to plan checking and inspections. DISTINGUISHING CHARACTERISTICS The Building Inspector class levels are distinguished by the number of inspection disciplines an inspector is recognized to be qualified in based on certification and demonstrable abilities. Positions in this class are flexibly staffed and are automatically flexed to the higher level upon completion of required experience and certification as established per the discipline being flexed to. Appointment to the higher class requires that the employee be performing the full range of duties for the class and meet the qualification standards for the class. Provide overall management of Building and Community Improvement divisions, which includes personnel administration, budget monitoring and preparation, establishment of goals and policies, contract administration, training coordination, and response to public concerns. PERS Highest Pension Calculation Compensation Period - The City shall continue to provide the Single Highest One Year Final Compensation Pension calculation benefit to current miscellaneous employees hired prior to March 19, 2012. The City shall provide miscellaneous and safety employees with the following benefits/provisions: Credit for unused sick leave (Government Code Section 20965). 1959 Survivor Benefit (Third Level benefits) DEFERRED COMPENSATION PLAN: Employees have the opportunity to participate in a supplemental retirement savings plan offered through MissionSquare. Through tax-deferred payroll deductions, employees are eligible to deposit funds into their account, up to the maximum allowed by law. Participation in this program: Shelters a portion of your salary from income taxes; Invests in high-performing funds yielding tax-deferred earnings; Provides a superior tool for retirement planning and savings. DEFERRED COMPENSATION RETENTION INCENTIVE PROGRAM: This program was established to provide tenure and savings incentives for management employees. Beginning with the employee's third consecutive year of service, the City will match up to one percent of their base pay, payable into their deferred compensation account. This percentage increases to two percent at the beginning of their fifth year, three percent at the beginning of their sixth year, four percent at the beginning of their eighth year, and five percent at the beginning of their tenth year. SEVERANCE: Employee shall receive 60 days notification in advance of layoff and up to six months severance in the event of involuntary separations. LONG-TERM DISABILITY: The City provides a long-term disability plan. This benefit is in case an employee sustains a non-work-related illness or injury that results in their inability to work for a long period of time. In this event, an employee will receive 66.66% of their base pay after 60 days, and continued payment until they are medically able to return to work, or they reach the age of 65, whichever comes first (maximum of $8,000 per month). TUITION REIMBURSEMENT: Employees may participate in the City's tuition reimbursement program. The amount of reimbursement will be up to $1,500 per fiscal year. Under supervision (Building Permit Technician I), general supervision (Building Permit II), or direction (Building Permit III), advises and interprets, for the public, requirements of various codes as they relate to the construction and use of building, structures, land use and land development; processes, reviews, and approves technical plans for conformance with building, planning, and engineering requirements; and performs related work. Supervision is received from the Deputy Building Official. Distinguishing Characteristics Building Permit Technician I - This is the entry level class in the Building Permit Technician series. Under supervision, incumbents are expected to learn and perform duties involved in the review of plan check submittals and the issuance of permits. Under initial guidance, this position provides highly qualified customer service to the general public and is capable of providing support at the public counter during peak operating hours. This position may receive lead direction or functional support from the Permit Technician III. Building Permit Technician II - This is the journey level class in the Building Permit Technician series. Under general supervision, incumbents are expected to work independently in the review of plan check submittals and the issuance of permits. This position provides highly qualified customer service to the general public and is capable of effectively performing all duties. Positions in this class are flexibly staffed and are normally filled by advancement from the I level, or when filled from the outside, have prior experience. This position may receive lead direction or functional support from the Permit Technician III. Building Permit Technician III - This is the advanced journey level class in the Building Permit Technician series. Positions at this level require demonstrated ability to independently perform the most advanced functions related to the review of plan check submittals and the issuance of permits. This position provides highly qualified customer service to the general public and is capable of effectively performing the duties necessary during busy peak operating hours. Positions in this class are flexibly staffed and are normally filled by advancement from the II level, or when filled from the outside, have prior experience. This position may also provide lead direction and functional support to the Permit Technician I/II. Key Responsibilities The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. Provides information and assistance to the public at the counter and by phone regarding project processing, application procedures, codes, laws, and ordinances; Interprets and applies various Building Codes, Land Use and Development Ordinances; Accepts permit applications and collects fees; Researches and responds to public inquiries; Reviews proposed plans and permits to determine compliance with codes and ordinances; Issues permits and approves plans for minor projects; Operates computer related to department functions; Updates and maintains automated permit tracking system; Maintains log books and monitors projects; Computes fees for issuance of permits; May make field investigations related to property addressing issues. QUALIFICATIONS Knowledge of: Building construction methods and the reading of building plans; State laws and City ordinances governing building, land use and zoning matters; Planning and zoning as they relate to ordinances, governing land use and zoning; Mathematics for the purpose of reading building plans and maps, and calculating valuations and fees; Communication skills and techniques required for gathering, evaluating and transmitting information, and preparing and presenting oral and written technical reports and research projects; Methods and techniques for analyzing and interpreting construction design plans, specifications, and working plans related to code enforcement procedures and practices; Basic knowledge of structural technology; construction practices and techniques, new building construction, and/or alterations of existing structures; and; Principles and practices of customer service. Ability to : Read building plans; Prepare and present oral and written technical reports and research projects; Use independent judgment based on established policies; Work well with people and to handle a public counter and telephones of a public agency in a calm, self-assured, and confident manner; Use knowledge and experience to work with architects, engineers, contractors, real estate brokers, appraisers, and the public to solve problems and achieve cooperative relationships; Communicate effectively and clearly with the public and coworkers; Establish and maintain effective and courteous relationships with the public and co-workers; and; Demonstrate an awareness and appreciation of the cultural diversity of the community. Minimum Requirements Education and Experience Guidelines Building Permit Technician I/II/III Education/Training: Equivalent to the completion of the twelfth grade. College level course work in construction, architecture, public administration, business administration, or closely related field is highly desirable. Building Permit Technician I Experience: Two years (full-time equivalent) experience in building or construction regulations or closely related field. An Associate’s degree in construction, architecture, public administration, business administration, or closely related field may substitute for the required experience. After one year of successfully completing progressively responsible work, an employee at the I level may be considered for advancement to the II level. Building Permit Technician II Experience: Three years (full-time equivalent) experience in building or construction regulations or closely related field; OR An Associate’s degree in construction, architecture, public administration, business administration, or closely related field and one year (full-time equivalent) experience in building or construction regulations or closely related field; After one year of successfully completing progressively responsible work, an employee at the II level may be considered for advancement to the III level. Building Permit Technician III Experience: Three years (full-time equivalent) experience in building or construction regulations or closely related field. OR An Associate’s degree in construction, architecture, public administration, business administration, or closely related field and two years (full-time equivalent) experience in building or construction regulations or closely related field. License and Other Requirements Possession of a valid California Class C driver's license or ability to arrange transportation for field work when necessary. Residential Plans Examiner Certificate is highly desirable. When testing is completed, candidates will be ranked on an eligibility list in the order of their test score. Selection for appointments is made from names certified on the eligibility list. All appointments are subject to the successful completion of background investigation including LIVESCAN fingerprinting, and will be required to submit verification of the legal right to work in the United States. Qualification by a medical examination will be required at the time of appointment. After appointment, classified employees must satisfactorily complete a probationary period to be eligible for regular status. In accordance with the Immigration Reform and Control Act of 1986, all new employees must produce proof of eligibility to work in the United States within the first three days of their employment.
