The Payroll Technician position performs a variety duties and responsibilities that ensure the biweekly production of payroll for the City of Minneapolis.

The City of Minneapolis processes payroll in-house and issues 5000-7000 paychecks every two weeks. Payroll Technicians are hands on in the calculation of paychecks with exposure to all aspects of payroll such as garnishments, levies, calculating, and taxes.

There are two positions to fill, and the positions are for a two-year assignment.

Work Location
This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities

  • Perform time entry from paper timesheets or spreadsheets. This includes covering in the absence of timekeepers and when timesheets are locked during the close process.
  • Send letters to the employee and levee authority in a timely and sensitive manner and maintaining confidentiality of private and sensitive data.
  • Create, verify and correct overtime amounts to match legal requirements of the fair labor Standards Act.
  • Audit of HR job data for all employees for any codes and status indicators that need to be indicated to generate appropriate pay for:
    • Regular/Temporary/Seasonal or ACA Seasonal, Full/Part time or Intermittent, Salary plan, Union Code and Work group.
    • Validate Expected Job End dates are entered for temporary employees and additional records when applicable and report to the HR maintenance Rep if expired or ending soon.
Validate Expected Return Date for Leaves of Absences and report to HR if expired or ending soon.Prepare required forms and documentation for taxes. advances, final payments; stop direct deposit wire transfers, re-issue or creation new wire transfers for direct deposit and notify employee in writing or e-mail of changes.Run jobs in HRIS with the required parameters for time administration (creates payable time from time entry), load tables (loads payable time that has been approved to a table) and calculate pay (takes loaded table data and creates a calculated pay check) as scheduled.Adjust taxes for personnel out on workers compensation in order to comply with Federal/State law.Work with query reports, e.g., compensatory time balances by department, in order to audit fringe leave balances.Use query reports to facilitate processing various aspects of payroll, e.g., over 80 hours reported, less than 80 hours reported, to assist in completing an accurate payroll.

Required Qualifications

Required Education :
Eighteen months of post high school training in accounting and payroll

Required Experience:
Three or more years of related experience

Equivalency
An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.
Background Check
The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

Drug and Alcohol Testing
All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire two months after it has been established.

Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate’s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Knowledge, Skills and Abilities

  • Skill in the use of Microsoft products, and the ability to use other Microsoft products.
  • Ability to use spreadsheets and apply formulas to calculate taxes and various payment results (including pivot tables and formulas).
  • Knowledge of and ability to utilize a variety of websites to facilitate updating new employees, classification changes, terminations, enrolling employees within PERA, levy disclosure.
  • Knowledge of and ability to use the City's website to access labor agreement information that impacts payroll.
  • Ability to work with payroll/accounting software, e.g., PeopleSoft/Oracle Time & Labor pay module, COMPASS/COMET.
  • Positions are cross trained to so that they can work on any Department's payroll.
  • Ability to work under pressure and meet deadlines.
  • Ability to analyze data.
  • Good oral and written communication skills.
