Job Description

Summary

Participates in the operation and maintenance of wastewater, storm water drainage, roadways, sidewalks, signage, and associated facilities. The operator performs work in accordance with the goals, policies, and objectives of the Public Works Department. Work is often performed under adverse, strenuous, and unpleasant conditions. The incumbent will be required to periodically be on-call and/or standby and will sometimes be required to work outside of normal work hours including weekends, evenings, and holidays.

Essential Functions

Essential functions may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:
Routine repair, cleaning, and maintenance of city infrastructure including the wastewater, storm water drainage systems, roadways, sidewalks, signage, right-of-way and associated facilities. Assists in roadway maintenance including street sweeping, crack sealing, asphalt paving, cold patching and grading alleys. Assists in the installation and maintenance of raised pavement markings, thermoplastic markings and lane striping. Repairs and installs guardrails, roadway signage, and other forms of signage. Constructs sidewalks, curb/gutters, and ADA ramps. Routine and non-routine emergency operation, maintenance & repair work. Required to participate in the General Safety Program which deals with workplace hazards. Assists in the construction and cleaning of storm water drainage lines, sanitary sewer lines, ditches and detention ponds. Assist in flood emergencies including sandbags, catch basin clearing, and flood wall installation. Responsible for operating all vehicles and equipment within the division on a daily basis. Inspects all equipment/tools prior to use ensure safe operating conditions. Refuels equipment and adds other necessary fluids, such as oil and fills out any needed reports for defective equipment. Respond to citizen complaints. Inspection of new and existing facilities. Prepare written reports regarding activities and maintenance records. Assists in vegetation maintenance in right-of-way including tree falling/trimming, weed eating, mowing, and herbicide application. Assists in pest management including rodents and mosquitos. Performs underground utility system locates. Snow/ice removal with sanders and plows. Other duties as assigned.

Qualifications

  • Possess a high school diploma or GED equivalent.
  • Two (2) years of recent work experience with a similar public service agency or professional field.
  • Possess and maintain a valid Washington State CDL Class A endorsement with Tanker endorsement and no restrictions.
  • Possess and maintain a valid Counterbalance Forklift Certification.
  • Possess and maintain a Rough Terrain Forklift Certification
  • Possess and maintain an Excavation Safety for Competent Persons Certification
  • Possess and maintain a Confined Spaces for Competent Person Certification
  • Possess and maintain a FEMA ICS Certifications 100, 200, and 700
  • Possess and maintain a BNSF Contractor License
  • Must possess and maintain a valid Washington State Pesticide License with subcategory of Public Operator, Ornamental Weed, Right of Way and Aquatic endorsement.
  • Must possess and maintain “Wastewater Collection Personnel Certification Level 2”.
  • Possess and maintain a valid Washington State Traffic Control Flagger Card or acquire within 6 months of hire.
  • Possess and maintain a valid CPR and First Aid Certification or acquire within 6 months of hire.
  • Must have a driving history acceptable to the City and must maintain an insurable driving record.


Knowledge, Skills and Abilities

Knowledge of:
  • The operation and maintenance of wastewater and storm water systems; roadways, and other associated City infrastructure.
  • Microsoft office programs and Asset Management/Inspection software;
  • Good construction practices and the equipment used.
  • MUTCD (Manual on Uniform Traffic Control Devices).

Ability to:
  • Maintain a 45 minute response time if called-back to work.
  • Be trained in and understand safety regulations, department, and City policies.
  • Establish and maintain effective working relationships with co-workers, supervisors, and the general public.
  • Cope with rapid changes in priorities.
  • Access confined spaces including 20” manholes during traffic flow.
  • Participate in training and obtain available certificates in the following but not limited to “Confined Spaces”, “Fall Protection, “Blood Borne Pathogens”, and “Excavation, Trenching and Shoring.”
  • Maintain job proficiency through schools, seminars, correspondence courses, and in house training as directed by the Department Manager.
  • Be physically capable of sustained lifting, bending, climbing, standing, and walking.
  • Work weekends, holidays, shift, and on-call work as designated.
  • Accurately interpret maps, plans, and drawings.
  • Operate equipment safely in narrow alley ways and streets during traffic flow.
  • Work from elevated platforms and wear appropriate fall protection.
