Job Description

TPWD MISSION

To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

GENERAL DESCRIPTION

Under the supervision of the State Park's Region I Director, this position performs highly advanced (senior-level) park/historic site management work and is responsible for all aspects of the management, operations and administration of the Big Bend Ranch State Park Group, which includes the Big Bend State Park Complex Administrative Office, Big Bend Ranch State Park, Barton Warnock Environmental Education Center, Chinati Mountains State Natural Area, and Fort Leaton State Historic Site. Responsibilities include, but are not limited to: visitor, cultural resource and natural resource protection and stewardship; administrative management, including budget planning, preparation and monitoring, revenue management, and human resources management; public security and safety programs; maintenance management, including repair of facilities, grounds and equipment; backcountry/wilderness management; feral and invasive species management; customer service, public relations, marketing and promotion; interpretation and education, special events, community and neighbor outreach; volunteer program development and coordination of partnerships to include neighbors, local and governmental agencies as well as inter/intra Texas Parks and Wildlife Department (TPWD) agency cooperation and collaborations. Leads team to fulfill TPWD Mission in a manner that embodies the Department's core values. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.

NOTE: Salary range is limited to a commissioned officer in the park management track prior to 9/1/2020. State Park Law Enforcement career ladder eligibility requirements must be met to advance from the base rate-of-pay.


Qualifications:

MINIMUM QUALIFICATIONS :

Education:

Graduation from an accredited college or university with a Bachelor's degree.

Experience:

Six years experience in (1) natural/cultural resource management; or (2) interpretation or education; or (3) general maintenance; or (4) public safety; or (5) promotions or public relations or marketing; or (6) financial management, budgeting and business development;

Three years experience as a park manager, supervisor or team leader.

NOTE: Experience may have occurred concurrently.

Licensure:

Applicant must possess a valid State driver's license.

ACCEPTABLE SUBSTITUTIONS :

Education:

TPWD employees hired prior to January 1, 1998, with a minimum of sixty semester hours may substitute two years of TPWD experience in park management, supervision or operations for the required degree.

PREFERRED QUALIFICATIONS :

Experience:

Experience as a park manager, supervisor, or team leader;

Experience with community outreach, volunteer recruitment and management, and with the coordination of partnerships;

Experience with leased concession operations;

Experience managing natural, cultural, and other park resources;

Experience in Search and rescue operations.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of all phases of park administration and operations;

Knowledge of natural and cultural resource management;

Skill in effective verbal and written communication;

Skill in using MS Word, Excel and Outlook;

Skill in making independent, sound and timely decisions;

Skill in personnel management and effectively supervising employees while maintaining and fostering a team environment;

Skill in public relations and developing beneficial relationships and promotional partnerships with volunteer groups and other outside agencies/organizations;

Skill in planning, assigning and/or supervising the work of others;

Skill in developing and implementing resource management plans in coordination with subject matter experts;

Skill in training others;

Ability to develop and maintain financial systems, accountability of budgets, purchasing, revenue collections, leased concession operations, inventories, and agency property;

Ability to supervise employees while maintaining a team environment;

Ability to develop relationships and professional partnerships;

Ability to deliver and manage employee and public safety programs;

Ability to conduct work activities in accordance with TPWD safety program;

Ability to effectively manage and respond to complaints, emergencies, stressful situations and large groups of people;

Ability to complete communication documents, including professional correspondence, reports, presentation materials and special assignments;

Ability to develop marketing, promotional activities and special events;

Ability to coordinate maintenance, repair or construction of park facilities as well maintenance/repair of equipment management programs and manage projects;

Ability to enforce appropriate park rules and regulations in a fair and consistent manner.

WORKING CONDITIONS:

Required to work in a public park with overnight camping and day use;

Required to work 40 hours per week, includes various schedules with hours other than 8:00 a.m. to 5:00 p.m. and days off other than Saturdays, Sundays and holidays;

Required to respond to emergency situations;

Required to perform work outdoors, occasionally in adverse weather conditions;

Required to live on-site in State housing with a monthly deduction of $201.75. Housing rate is established by oversight agencies and may change according to market value;

Required to travel 10% with possible overnight stays;

Required to operate a state vehicle;

Must conform to TPWD dress and grooming standards, work rules and safety procedures;

Non-smoking environment in State buildings and vehicles.
