Job Description

This recruitment will establish an employment list to fill current and any future vacancies for those County departments that have this position. Current vacancy is with the Solid Waste Department located in Visalia.

Typical Duties

Inspects cars, pickups, trucks, fire trucks, mowers, buses, motor graders, loaders, dozers, rotary mixers, tractors and similar equipment to determine the extent of maintenance and repairs required; trains staff in department work procedures and methods; removes, repairs, rebuilds and installs gasoline, diesel and alternative fueled engines; inspects, adjusts and replaces defective mechanical units to manufactures specifications; operates testing equipment, including engine analyzers, oscilloscopes, electrical testers, micrometers, compression gauges, computers, laptops, scanners and other testing equipment; tunes engines to manufactures specifications; adjust, replaces and/or repairs fuel injection systems to manufactures specifications; diagnoses, repairs and rebuilds major components including engines, brake systems, transmissions, differentials, transaxles, steering units, pumps, air conditioning systems, front and rear axles; repairs or replaces accessories and auxiliary equipment; prepares reports, keeps time and maintain records; utilizes service manuals and computer software to research parts and diagnostic procedures; tests hydraulic systems and repairs pumps, valves, motors and cylinders; performs complete safety inspections of vehicles and equipment, including California Highway Patrol (CHP) mandated safety inspections; performs the more difficult range of diagnostics on computers, electrical and mechanical malfunctions; performs other job-related duties as required/assigned; may perform acetylene or electric welding and brazing.

MINIMUM QUALIFICATIONS

Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

Education/Experience : Equivalent to completion of the twelfth (12th) grade AND four (4) years of experience working on heavy equipment diesel engines which included one year as a lead worker.

Knowledge of: Principles and practices of vehicle and equipment repair and maintenance; tools, parts and materials used in vehicle and equipment repairs and mechanical maintenance; vehicle and equipment air conditioning and emission control standards; brake system operations sufficient to perform necessary repairs and adjustments; cooling system sufficient to inspect and replace parts; electrical systems sufficient to repair and/or replace; service practices for vehicles and equipment and preventive maintenance principles; on the job safety and use of personal protective equipment; basic math sufficient to work with precision measuring instruments; proper use of shop tools and testing equipment; basic computer operations; principles and practices of effective customer service.

Skill/Ability to: Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers; operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment; diagnose vehicle and equipment mechanical and electrical issues and determine appropriate action; start and operate vehicles and equipment; diagnose and test various vehicle and equipment systems; read and interpret parts books, service manuals, blueprints, drawings, and work orders; understand and carry out oral and written instructions; independently adjust and repair vehicles and equipment; communicate effectively, both orally and in writing; demonstrate and maintain a high degree of initiative, maturity, integrity, accountability and good judgment; establish and maintain effective working relationships at all organizational levels, as well as with other agencies and the public; practice appropriate safety precautions and procedures; record job information accurately and clearly; lift and carry 75 pounds and pull or drag 100 pounds.

License or Certificate: Possession of a valid class “C” driver’s license; willingness to obtain a class “B” license; obtain a Forklift operator’s certificate or license within first year of employment; obtain an Air Conditioning certificate or license within first year of employment.

Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. Health Insurance: A choice of PPO and HMOmedical plans which include PPOand HMO dental plans andinclude dentalandvision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, andVision Services Plan (VSP).

Retirement:
The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

Paid Holiday Leave: 12 set days and 1 personal holiday.

Vacation Accrual:

2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.

FLSA exempt employees accrue an additional 5 days of vacation per year.

Sick Leave Accrual: 12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave.

Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.

Disability Insurance:
Employees are covered by State Disability Insurance. The premium is paid by the employee.

Deferred Compensation: A voluntary deferred compensation plan is available.
