ABOUT THE POSITION

There is one vacancy for an IT Manager for the Data Team in the Innovative Digital Solutions Division of IST.

The IT Data Manager will lead the expansion of the County’s enterprise Data and GIS programs. They enable data sharing throughout the County and collaborate with a variety of users and decision-makers at multiple levels of the organization. Working with cross-functional teams in a matrix environment, the IT Data Manager drives complex projects by setting long term strategies and project priorities and serving as a business relationship manager between clients, subject matter experts, and systems engineers to translate business and user requirements into system design and technical specifications.

This position also oversees the day-to-day operations of a systems engineering team supporting a program which includes capabilities such as GIS, open Data, data analytics, data sharing, AI, and data-driven performance management. They perform full supervisory duties, including determining work assignments and schedules, hiring, motivating team members, and conducting performance planning, management, and evaluations.

Remote Work Options: Some duties for this position may be performed remotely and options for a hybrid (remote/onsite) work schedule are available. However, the successful candidate must be able to report to County facilities for various meetings and work assignments upon short notice, as needed, and when deemed appropriate.

ABOUT YOU

The highly qualified IT Data Manager has the experience, aptitude, and excitement to be a data strategist and adviser, steward for ensuring data quality, evangelist for data sharing, and technologist for new data products. They have led the implementation of complex IT projects including coaching and developing the project team, project planning and reporting, and stakeholder engagement. They are a proactive, self-motivated leader with experience developing and managing an open government data effort, promoting a culture of data sharing, creating policy and governance, and driving innovation to ensure continuous improvements. They are comfortable with ambiguity, open to change, and can thrive in a fluid environment. They possess strong skills in organization, verbal/written communication, presentation, and facilitation. Additionally, they have an extensive background in working with systems engineering teams, designing IT systems, and providing technical expertise in the direction of technical teams for GIS, open data, data-driven performance management, data analytics, data sharing, AI, and other data related functions. Experience in these areas and with ESRI products is highly desirable.

The Minimum Requirements are:

Any eight-year combination of recent professional experience and relevant coursework that demonstrates the necessary knowledge and abilities. A typical way of achieving these requirements would be graduation with a bachelor’s degree from an accredited program with major coursework in computer science or a related field and four years of work experience related to the assignment. Education and experience must be related to the area of assignment.

  • Fifteen (15) semester units of computer science coursework from an accredited program and in a discipline relevant to the assignment is equivalent to a full year of related professional experience that has provided the required knowledge and abilities of the assignment.
  • Required education may be substituted with related professional experience on a year for year basis.
  • Internships completed in conjunction with coursework are excluded from being credited towards work experience, if they are counted towards educational requirements.
  • Recent experience is defined as experience gained, in part, in the last five years or longer, if technically relevant.
