Full Time Administrative Analysis and Research Building Maintenance Clerical and Administrative Support

Job Description

Basic Function
Supervises technical personnel and contractors performing projects and contract oversight, contracted services management, budget administration, maintenance tasks, and services, including graffiti abatement, glass replacement, landscape and irrigation, power sweeping, waste management, pest control, and elevators/escalators maintenance services.
Example Of Duties
  • Supervises subordinates and monitors completion of service requests, incidents, and job specifications in a timely manner
  • Reviews design criteria and provides detailed maintenance standards requirements and guidelines
  • Initiates and coordinates all procurement actions to ensure timely execution and service continuity
  • Prepares requisitions, detailed scope of work packages, cost estimates, and justifications for procurement of goods or services
  • Recommends contract amendments and considers opportunities to improve existing scope of work for maintenance contracts
  • Prepares or assists Contract Administrators in the preparation of Requests for Proposals and Invitation for Bid
  • Evaluates bids and proposals
  • Works closely with Procurement, Real Estate, Third Party Administrators, Engineering, and other Metro departments as well as various other public agencies to identify maintenance needs and responsibilities
  • Communicates effectively with the general public responding to inquiries and resolving maintenance issues
  • Conducts routine site inspections for all work in progress and completed projects, assessing contractors′ performance and quality of services performed
  • Administers service or maintenance contracts; ensures they meet applicable standards and are performed satisfactorily and in accordance with contract requirements
  • Instructs subordinates and contract personnel on safety practices; enforces safety regulations, and ensures regulatory compliance
  • Diagnoses maintenance problems; directs repairs, upgrades, and modifications; or recommends corrective action
  • Develops, implements, and oversees maintenance programs; ensures compliance with preventive maintenance plans and schedules
  • Reviews and maintains or manages the maintenance of records; prepares weekly and monthly activity reports
  • Prepares comprehensive reports, spreadsheets, and correspondence, and keeps up-to-date documents and filing systems electronically and in hard copies
  • Develops annual maintenance budgets; ensures expenditures are in accordance with contract requirements and Board approved authority, and that contracts and projects are completed on-time within approved budget
  • Assists in remodeling planning
  • Informs other supervisors and management of problems and work in progress status
  • Tracks, maintains, and distributes licenses and required permits for repairs on construction
  • Utilizes a computer-based information system to submit requisitions along with complete bid packages, process work orders, incidents, timesheets, material requests, and performs other related tasks
  • Supervises a multi-skilled staff in a variety of locations, including conducting performance evaluations
  • Accounts for subordinate and personal compliance with all of Metro′s safety rules, polices, and procedures

Requirements For Employment
A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

Education
  • Bachelor's Degree in Engineering, Public Administration, Business, or a related field

Experience
  • Three years of relevant supervisory experience in contracts management and budget administration of construction and/or maintenance contracts in the following areas facilities operations, track, signal, or traction maintenance, or rail engineering

Certifications/Licenses/Special Requirements
  • Valid California Class C Driver License
  • 24 hour on-call
  • Depending on assignment may be required to climb up to 50 feet
  • Possible exposure to physical, weather, electrical, mechanical, and chemical hazards

Knowledge:
  • Theories, principles, and practices of the repair and maintenance of facilities and associated systems, including hydraulic, compressed air, and construction
  • Basic engineering
  • Contract maintenance management procedures
  • Applicable local, state, and federal laws, rules, and regulations relating to safety requirements and procedures, including HAZMAT (Hazardous Materials) and Storm Water Pollution Act
  • Principles of supervision
  • Maintenance Information Systems

Skills:
  • Planning, organizing, and monitoring the work of multi-skilled workers in a variety of locations or direct the work of contractors in maintaining and repairing facilities and related systems
  • Analyzing situations, identifying problems, and recommending solutions
  • Exercising sound judgment and creativity in making decisions
  • Communicating effectively orally and in writing
  • Interacting professionally with various levels of Metro employees and outside representatives

Abilities:
  • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements

  • Prepare comprehensive reports and correspondence
  • Supervise internal or external subordinate staff
  • Manage workforce in a cost-effective manner
  • Read, write, speak, and understand English
