PUBLIC INFORMATION AND AFFAIRS ADMINISTRATOR

This position is scheduled to receive salary range increases on the following dates:

Effective June 28, 2024 - 4.25% increase

Effective June 27, 2025 - 4.00% increase

This recruitment will establish an open eligible list that will be used to fill current and future Public Information and Affairs Administrator positions with Social Services Agency. The eligible list established may also be used to fill position in similar and/or lower classifications throughout the County of Orange.

THE OPPORTUNITY:
The Public Information and Affairs Administrator will assist the Community & Government Relations team of the County of Orange Social Services Agency (SSA) by providing strategic communications for external audiences, including media, community partners and residents. This role works hand-in-hand with the Internal Communications Manager to ensure consistent messaging across internal and external audiences.

The incumbent will report to the Strategic Communications Manager and will serve as Agency spokesperson for media interactions. Primary responsibilities involve:
  • Managing external communication initiatives, including developing toolkits promoting programs to the community in multiple languages, maintaining presentations given to community partners and building relationships with local media.
  • Supervising and developing direct reports and interns.
  • Overseeing SSA’s social media accounts, developing strategies to inform audiences of available programs, changes to programs and collaborations with community partners.
  • Helping maintain a consistent brand identify for SSA by ensuring others adhere to the branding guidelines.
  • Serving as a communications subject matter expert to guide SSA staff as they develop messaging and collateral such as flyers and brochures.
  • Creating communications plans for marketing campaigns, outreach events and special projects.
WORK SCHEDULE:
The position provides services during the normal business days (Monday through Friday) and maybe assigned to work evenings and weekends as needed.

DESIRABLE QUALLIFICATIONS & CORE COMPETENCIES:
The ideal candidate will have a bachelor's degree in Public Relations, Communications, Journalism or a related field. The candidate will be a seasoned communications professional with at least three (3) years of experience as a communications lead for a large governmental agency, public relations agency, or similar organization. The candidate should be experienced in utilizing various communication channels to develop and advertise events, including but not limited to print and broadcast media, social media, video, websites, events, and official public meetings. Bilingual skills are also highly desirable for this position.

In addition, the successful candidate will also have experience and be knowledgeable in the following core competencies:

SPECIAL QUALIFICATIONS:
Candidates will be required to undergo a background clearance check and must successfully clear prior to the start of their employment. All employment offers are contingent upon successful completion of a background check. Areas considered in the background check include conviction history, employment history, professional references and education verification (i.e. degree, license, or official transcripts) if applicable. Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credential Services (N.A.C.E.S.) - In addition, a Child Abuse Central Index (CACI) background clearance check may be required. CACI is a repository of child abuse investigation reports managed by the Department of Justice (DOJ) that contains information related to substantiated cases of physical abuse, sexual abuse, mental/emotional abuse, and/or severe neglect of a child.
