    The City of Fort Worth FWLab Revenue and Special Project division is hiring a dynamic and analytical Revenue Budget Manager. The FWLab is an initiative created to support Fort Worth's organizational values and improve government. It advances the City's vision to " be the most livable and best managed city in the country " by building capacity to explore, analyze, and learn from data in municipal systems, including priority-based budgeting, data analytics, comprehensive planning, strategic infrastructure planning, bond program coordination, operational assessments, strategic foresight, departmental strategic planning (FWStat), and Lean Six Sigma.

This high-impact role will lead revenue planning and long-term financial forecasting, with a primary focus on property tax, to ensure fiscal sustainability and strategic alignment for the City’s major funds.

    We are looking for a person with exceptional critical thinking and analytical skills, autonomy and confidence to drive projects independently, and the ability to learn quickly, particularly in mastering property tax methodologies. The ideal candidate will excel in Microsoft Excel, thrive in ambiguous environments, and possess strong presentation skills to communicate complex financial data to City management and elected officials.

    Minimum Qualifications:
    • Master’s degree in Public Administration, Finance, Economics, Business Administration, or a related field.
    • Five (5) years of experience in the field of city finance or municipal research and statistical analysis, city planning
    • At least Two (2) years of supervisory experience

    Preferred Qualifications:
    • Four (4) years of professional experience in financial analysis, budgeting, revenue forecasting, or property tax administration, preferably in a municipal or public sector setting
    • Experience with property tax calculations, Truth-in-Taxation compliance, or sales tax forecasting
    • Proficiency in Microsoft Excel, including advanced formulas, pivot tables, and data visualization
    • Familiarity with budgeting software (e.g., Questica, Workiva) and municipal financial systems
    • Knowledge of government accounting standards and long-term financial planning

    The Revenue Budget Manager job responsibilities include:
    • Property Tax Management: Oversee property tax calculations, ensure Truth-in-Taxation compliance, and conduct forecasting and analysis to support budget work sessions and City Council communications.
    • Long-Term Financial Forecasting: Develop and maintain multi-year financial forecasts for major City funds, collaborating with departments to balance resource availability, future demands, and reserve requirements.
    • Sales Tax Analysis: Monitor financial and demographic trends to prepare monthly Sales Tax Impact Reports and guide annual sales tax budgeting for the General Fund and Crime Control and Prevention District (CCPD).
    • Economic Development Incentive Analysis: Evaluate incentive agreements to assess fiscal impacts and alignment with City goals.
    • General Fund Revenue Budgeting: Analyze revenue availability through trend analysis and departmental collaboration to maximize funding for City priorities.
    • Fee Changes: Lead citywide fee change processes, including ordinance creation and updates to the revenue manual via Workiva software.
    • Liaison with Financial Management Services (FMS) Debt Team: Coordinate on revenue-related debt planning to ensure fiscal coherence.
    • Revenue Manual Updates: Maintain and update the City’s revenue manual in collaboration with budget analysts.
    • Other Research Projects: Conduct ad-hoc analyses to support strategic financial planning and decision-making.

    Medical Program

    The City offers two plan options through Meritain Health, an Aetna company.

    The Health Center Plan – Offers employees and their family’s

Employees can visit any one of the three City of Fort Worth Employee Health Centers and receive guaranteed same or next day appointments for sick visits. Also, services are available at any one of the five satellite locations that serves employees across the city.

    The Consumer Choice Plan – Is offered to employees at no cost or low monthly premiums to cover eligible dependents and provides the financial benefits of a Health Savings Account (HSA).

    • Preventative services are covered at 100% on both plans.
    • Prescription Drug coverage including mail order pharmacy are also included.

    Vacation

    Eligible for 3 weeks of vacation: After successful completion of probationary period (usually
    6 months), employees may take time off for rest, relaxation, vacation, illness, religious observances, and personal business.

    Holidays

    Available on the first day of employment, the city provides employees with paid holidays, including two personal holidays.

    Wellness Program

    The city’s Healthy Challenge Wellness Program rewards all full-time, benefit-eligible employees on the city’s health insurance. The Healthy Challenge Program utilizes a points system. Participants may earn points throughout the year (Jan. 1-Dec. 15) for completing specific program activities and participants can redeem points at the end of the year for a cash reward. By participating, individuals can earn $150, $200 or $250 by accumulating program points.
