    POSITION DESCRIPTION:

    The Field Representative typically reports to a higher-level supervisor and is responsible for identifying, canvassing, and recruiting potential locations that can serve as election sites, training sites, or other election-specific facilities. Responsibilities include conducting field surveys of potential election locations throughout Los Angeles County to determine whether they are suitable, available, and accessible to people with disabilities and older adults, and if they should be accepted, retained or eliminated. These positions require incumbents to stand, bend, and walk for long periods of time while canvassing locations and/or conducting field surveys; and may occasionally lift and carry election equipment and supplies. Incumbents utilize a knowledge of election procedures and practices, departmental policies and procedures, exercise tact when in contact with the public, possess skills in oral communication, and have the ability to read maps.

    Essential Job Functions

    WHAT DOES A FIELD REPRESENTATIVE DO?

    Surveys exterior and interior of locations to assess elements of physical accessibility (i.e., measures, confirms, and evaluates the dimensions, architectural structure, accessibility, parking, pathways, and overall safety); documents, electronically records, and reports findings to the higher-level supervisor.

    Evaluates the accessibility of potential locations and participates in the development of mitigation plans and/or strategies to ensure compliance with State and federal election and accessibility laws, as well as local utilization requirements.

    Conducts on-site and telephone canvassing of potential election locations throughout Los Angeles County, including in hard-to-recruit areas, to secure locations.

    Interacts with a variety of individuals (e.g., site owners, building management, and/or public agency representatives) to obtain approval for the use of their facilities for departmental activities, including negotiating pay rate, dates of access, and access to tertiary areas (i.e., parking, storage, restrooms, etc.); coordinates and schedules assessment and/or installation appointments, addresses and resolves conflicts with dates and/or spaces, and addresses facility concerns.

    Prepares and facilitates changes to facility agreements for all selected locations, maintains records of all communications and/or interactions with facilities, and tracks recruitment status for each site.

    Liaises between assigned facilities and the RR/CC; addresses issues that arise during the delivery or pick up of election supplies and during the voting period; addresses damage claims from facilities; and ensures all facilities are compensated according to the terms of the agreements.

    Train newly hired Field Representatives and election workers in election procedures and operations, as needed.

    Answers questions related to election and accessibility laws, codes, and departmental policies from election workers, location managers, and voters.

    Investigates claims of inaccessibility that arise during election periods, including complaints from administration, voters, and elected officials, and prepares written reports.

    Travels to various locations and loads and transports voting equipment and other election-related supplies and materials.

    Responds to and handles emergencies during election periods.

    Prepares space layout designs of locations (excluding the technical aspects of mechanical, electrical, or structural engineering) showcasing the placement of voting equipment, telephone and electrical outlets, partitions, furniture, and other equipment.

    Coordinate and secure election equipment and supplies related to mobile voting trailers and trucks, as needed.

    Liaise internally with other units and/or externally with other County departments or vendors to coordinate the procurement of vehicle rentals necessary to conduct elections and/or schedule preventive maintenance and/or repairs for department-owned trailers and vehicles, as needed.

    Requirements

    REQUIREMENTS TO QUALIFY:

    OPTION I: Three years of office clerical experience, two years of which must have been performing duties related to the recruitment of vote centers (formerly known as polling places), vote by mail drop box locations, mobile voting locations, or election workers.

    OPTION II: Three years of office clerical experience, two years of which must have been performing duties related to sales, telemarketing, or public relations.

    LICENSE:

    A valid California Class “C” Driver License or the ability to use an alternative method of transportation when needed to carry out job related essential functions.

    PHYSICAL CLASS:

    III - Moderate. This class requires that the incumbents stand or walk most of the time with bending, stooping, squatting twisting, reaching, working on irregular surfaces, occasionally lifting of objects weighting over 25 pounds, and frequent lifting of 10-25 pounds.

    VETERAN’S CREDIT

    If you are a veteran, you may be eligible for veteran’s credit, which is an additional 10% of the total points added to a passing score.     DESIRABLE QUALIFICATION:

    Additional credit will be awarded to qualified candidates who possess the following desirable qualifications:
    • Experience creating diagrams or floor plans using Microsoft Visio or alternative software.
    • Experience conducting on-site/field assessments in the recruitment of vote centers, vote by mail drop boxes or mobile voting locations.
    • Experience using election-specific software tools (for example PollChief) for the recruitment of vote centers, vote by mail drop boxes, or mobile voting locations.

    ASSESSMENT PROCESS:

    TRAINING AND EXPERIENCE (T&E) EVALUATION: This examination will consist of an evaluation of the training, experience, and education you list on a questionnaire and assign a score based on a standardized scoring system. This part of the assessment is worth 100% of your score.

    ELIGIBILITY AND VACANCY INFORMATION:

    Qualified candidates who passed the assessment with a score of 70% or higher are placed on the eligible list for a period of six (6) months. We will use this list to fill vacancies within the RR/CC as they occur. Appointees may be required to work any shift, including evenings, weekends, and holidays.
