    Job Location: This position will be located In Farmington, MO.

    Why you’ll love this position:

    The C3O provides service management and oversight of DMH psychiatric and substance use divisional services for children and youth within a designated and assigned geographic area. This management and oversight includes but is not limited to; division vendors and providers that provide an array of out-patient, out of home, crisis mental health services, residential facilities, Medicaid programs, and the implementation of MO State Statue pertaining to DMH.

    The C3O assists and oversees the overall planning, direction, implementation, coordination and evaluation of children and youth services within the assigned and designated geographic area. Responsibilities include the development and implementation of an efficient, accessible and timely service delivery system including both state operated and contracted providers, coordination with other state and local child and family serving agencies, coalitions, community partnerships, initiatives and University projects, schools, judicial circuits and family courts, as well as the fiscal management, development and monitoring of division service system and project allocations and budgets. Evaluation and oversight of the impact on the area served includes enhanced service capacity, improved service coordination across systems, increased family and youth involvement, and maximized funding.

    The C3O participates in the division’s children and youth comprehensive mental health and substance use systems of care that must sustain the values of providing youth guided/driven, family driven/guided, community based, and culturally competent services and natural supports for children and families challenged by severe emotional disturbance and/or co-occurring mental health and substance use or developmental disabilities. The division serves children, transitional age youth and their families. The division’s delivery system must assure access, partnerships with providers, consumer and family voice, local and state collaboration with the integration of treatment interventions and funding streams that maximize agency Medicaid plans and options.

    Primary Duties And Responsibilities:

    o leadership, planning, development and administration of the assigned division’s service delivery system.

    o develop, implement and evaluate new and revised DMH Children and Youth and Adolescent SU programs, services, and initiatives.

    o Perform abuse/neglect/miss-use investigations of children and youth actively enrolled in DMH services and/or contracted programs.

    o Conduct procedure and practice review and evaluation of current and proposed children and youth serving organizational policies.

    o Reviews all new proposals for new programs services in assigned area. Reviews proposal, budget, submits to CO, inputs new services codes and request new contracts.

    o Monitor compliance concerns with Certification Team programs.

    o Monitor Children and Youth Residential facilities, Treatment family Homes and Professional Parent Homes and Adolescent SU treatment facilities and programs. (Frequency, standards, process for remediation?)

    Fiscal Management:

    o Monitors and approves CMHC and SU provider allocation transfer requests .

    o Direct activities to maximize resources that enhance system integration that blend and braid existing funding streams.

    o Assure that family and youth voice and choice are formally incorporated during area policy and fiscal planning, development and implementation.

    Program/Service Development:

    o Identify local needs within contracted facilities, providers, programs and other child and family service agencies.

    o Participate in the overall planning, development and implementation of divisional priorities.

    o Support contracted providers in care planning with clinicians, managers, officials, consumers, state/county/city agencies, and family members to improve coordination of services and resources for various diagnostic groups.

    Implementation of Policy and Operations:

    o Serve and assist on state/local level operational management teams and committees.

    o Serve as division liaison and technical assistant between area constituents, consumers, providers and agencies.

    o Direct and coordinate activities with social, public and private child and family service agencies, providers and organizations.

    Bachelor’s degree and 4-7 years of relevant experience. (Substitutions may be allowed.)
