OVERVIEWKitsap County DCD seeks a BUSINESS INTELLEGENCE ANALYST to join our team of professionals.The Business Intelligence Analyst provides data analysis and consultation to support strategic and operational decision-making across the department. This position leads the development of data strategies, conducts multi-dimensional research, formulates actionable recommendations, and coordinates the implementation of solutions to address management and operational issues. Serving as a specialist and/or lead on high-impact data management and visualization projects, the analyst also designs and implements processes for monitoring and measuring the outcomes of departmental activities.
A key focus of this role is leveraging the Microsoft Power Platform—including Power BI, Power Apps, and Power Automate—to develop custom solutions, automate workflows, and build dynamic dashboards tailored to operational and management needs. Acting as a technology liaison, the analyst collaborates with Information Services and department stakeholders to support system design, development, and implementation. Additional responsibilities include translating business needs into technical solutions, supporting system administration, enhancing data accessibility, and deploying collaborative tools such as SharePoint and Microsoft Teams to improve efficiency across programs and departments.

QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS REQUIRED EDUCATION AND EXPERIENCE - Bachelor's degree in data science, business analytics, computer Science, information technology, statistics, or a related field; AND,
- 2 years progressively responsible experience in business management, with an emphasis in data analysis, business intelligence, or a closely related field, including demonstrated experience in developing reports, dashboards, visualizations, and data-driven strategies to support decision-making; AND,
- 1 year experience using Microsoft Power BI and other data visualization tools (e.g., Power Apps, Power Automate, Excel, Tableau, Google Charts); OR,
- Any equivalent combination of experience and education that provides the applicant with the desired knowledge, skills and ability required to perform the work.
PREFERRED EDUCATION, EXPERIENCE, OR QUALIFICATIONS: - Previous experience leading teams while fostering collaboration, demonstrating excellent communication skills, reliability, and a commitment to problem solving.
- Proven ability to manage and analyze large datasets, with experience in data modeling, data warehousing, and designing metrics or performance dashboards.
- Previous experience creating ad hoc reports.
- Experience with SharePoint and Microsoft Teams administration, including supporting the development and implementation of collaborative tools.

ILLUSTRATIVE EXAMPLE OF DUTIESIn this role you will have the opportunity to:- Oversee and manage the use of Microsoft Power Platform tools (Power BI, Power Apps, Power Automate, and Dataverse) and SharePoint lists to help the organization track and manage how services and resources are used.
- Design, develop, evaluate, and enhance reports, workflows, and information systems in collaboration with program staff and leadership to optimize organizational processes.
- Consult with departmental leadership and operational staff to identify and analyze complex, multi-dimensional issues; provide professional and technical guidance; and recommend actionable solutions aligned with organizational goals.
- Lead the data analytics team by reviewing, prioritizing, assigning, and monitoring work requests, ensuring alignment with both short-term and long-term strategic data objectives.
- Provide advanced technical assistance to contracted providers in the development and implementation of complex data analytics models.
- Monitor expenditures within the data visualization budget and make recommendations regarding the procurement of business intelligence and data solution technologies.
- Coordinate and support initiatives related to Requests for Proposals (RFPs), grant applications, and other funding opportunities; manage vendor and contractor relationships related to data analytics through the Strategic Technology Budget.
- Facilitate and coordinate key project functions, including maintaining interdepartmental relationships and engaging regional and local stakeholders to promote awareness and support of analytics-driven initiatives.
- Serve as the department’s expert in data visualization, using Microsoft Power BI and other reporting tools to present data clearly and effectively.
- Develop data visualizations related to County resources and effectiveness for internal stakeholders and Kitsap County citizens, including determining project requirements, identifying, and researching data sources, developing, and revising questions to obtain data conducting complex research and analysis, formulating recommendations, and coordinating implementation of data visualizations and automations.
- Support the department’s permitting data efforts by collecting data, conducting research and analysis, and producing specialized ad hoc reports to support departmental goals. This includes regularly publishing permitting statistics for the DCD website and creating summaries of analytical findings as needed.
- Participate in the SMARTGov Super User Team, supporting permitting system improvements and user needs.
- Serve as the department’s SharePoint Coordinator, assisting with the development and maintenance of Microsoft Teams and SharePoint sites.
- Provide backup support to data and technology staff to ensure the accuracy, integrity, and automation of permitting data and related analytics.
