    TPWD MISSION

    To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

    PHYSICAL WORK ADDRESS: Wildlife/Administration and Research. Position will be located within Texas; final headquarters location will be determined at time of hire.

    GENERAL DESCRIPTION :

    Under the direction of the Wildlife Division Purchasing and Contracting Lead, this position performs advanced (senior-level) contract management work including evaluating a broad range of contracts and maintaining compliance with state procurement requirements. Work involves planning, organizing, coordinating, and preparing specifications for purchasing commodities and services; preparing procurement documents; and overseeing the maintenance of detailed records of items purchased, received, prepared, and issued. Monitors contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contract and policies. Complies with all statewide procurement guidelines administered by the Texas Comptroller's office. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.


    Qualifications:

    MINIMUM QUALIFICATIONS :

    Education :

    Graduation from high school or equivalent.

    Experience :

    Four years of experience in contract development, management or evaluation work;

    Two years of full-time work experience providing procurement/contract support;

    Four years of experience providing customer service, program support, involving the processing and analysis of data related to contract and procurement policies and procedures to internal and external customers.

    Experience with an integrated financial system or automated purchasing system.

    NOTE : Experience may have occurred concurrently.

    Licensure :

    Must possess or be able to obtain, within 30 days of employment, a valid state driver's license;

    Must possess or be able to obtain, within six months of employment, a Certified Texas Contract Manager (CTCM) certification.

    NOTE : Retention of position contingent on obtaining and maintaining required license and certification.

    PREFERRED QUALIFICATIONS :

    Education :

    Graduation from an accredited college or university with a Bachelor's degree in Business or Public Administration or closely related field.

    Experience :

    Recent (within the last 5 years) State of Texas Contract and Purchasing support involving federal guidelines;

    Experience in state procurement or contracting policies and procedures;

    Experience in purchasing and/or contracting at a Texas state agency, college or university, or local unit of government;

    Experience utilizing an automated purchasing system (CAPPS or Peoplesoft).

    Licensure :

    Current Certified Texas Contract Manager (CTCM) and Certified Texas Contract Developer (CTCD).

    KNOWLEDGE, SKILLS, AND ABILITIES :

    Knowledge of purchasing and procurement methods and procedures, of state procurement principles and practices;

    Knowledge of the State contracting, purchasing and procurement policies and procedures as published in the Texas Procurement Manual and the Texas Contract Management Guide;

    Knowledge of laws governing state purchasing and contracting regulations;

    Knowledge of developing specifications, solicitation and negotiating and awarding contracts;

    Knowledge of applicable local, state, or federal rules, regulations, and policies, as well as related legislative and legal practices and procedures, relating to procurement and contract administration HUB program rules and regulations;

    Knowledge of record keeping and records management;

    Knowledge of commodities, services, and supply sources;

    Knowledge of office practices and general administrative procedures;

    Skill in using MS Word, Excel, and Outlook;

    Skill in effective verbal and written communication;

    Skill in using personal computers;

    Skill in providing quality customer service in a courteous and professional manner;

    Skill in managing several projects simultaneously;

    Skill in effectively managing daily work load responsibilities to timely meet division and agency goals;

    Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts;

    Skill in writing, editing and report writing techniques;

    Skill in record keeping, records management, and accurate data entry into relational databases or spreadsheets;

    Skill in meeting deadlines;

    Skill in training others;

    Skill in handling multiple projects simultaneously;

    Skill in planning, assigning and/or reviewing the work of others

    Ability to evaluate bids;

    Ability to evaluate fiscal data for reasonableness, necessity and conformity with contract requirements;

    Ability to negotiate features of a contract;

    Ability to convey information in a clear and concise manner;

    Ability to interpret and explain contract rules, regulations, policies and procedures ;

    Ability to use an automated purchasing system to process purchase orders/contracts

    Ability to analyze data and use ad-hoc database query tools;

    Ability to maintain flexibility and work with frequent interruptions and multiple changing priorities;

    Ability to effectively manage a fast paced work environment without compromising accuracy;

    Ability to act in the best interest of the agency, maintain confidentiality and continually strive to improve self and job performance (Professional Conduct and Development);

    Ability to prepare complex written correspondence, reports, studies, forms and documents;

    Ability to effectively demonstrate negotiation and facilitation skills;

    Ability to work as a member of a team;

    Ability to work under stressful conditions;

    Ability to conduct work activities in accordance with TPWD safety program.

    WORKING CONDITIONS :

    Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday.

    Required to work overtime as necessary.

    Required to travel 10% with possible overnight stays.

    Non-smoking environment in State buildings and vehicles.

    Required to conform to dress and grooming standards, work rules and safety procedures.

    May be required to work overtime, holidays, weekends, and hours other than regularly scheduled with supervisor approval.

    May be required to operate a state vehicle.
