    SCERA is a small office with fifteen full-time equivalent positions. This position will be expected to work with all members of SCERA and our Board of Retirement Trustees. Reporting to the Assistant CEO/Chief Legal Counsel, the Department Analyst will have limited independent decision-making authority. Most of the work will be done at the direction of the Assistant CEO and/or CEO. This role requires the ability to make independent judgments and decisions about how to conduct research and accomplish tasks.

    As a resource for department management and staff, this position's responsibilities include:
    • Supervising two direct reports (a Senior Office Assistant and an Administrative Aide)
    • Leading office-wide communication efforts
    • Acting as a liaison with County agencies and service providers
    • Serving as the department's HR Liaison (HRL), coordinating payroll activities and facilitating hiring, on-boarding, and off-boarding activities
    • Managing Trustee elections/appointments
    • Managing the department's office spaces and coordinating the setup and adjustment of work-spaces and technology access rights in conjunction with internal HR and county-wide safety, IT, and facilities partners
    • Managing SCERA's communication and outreach efforts
    • Acting as a point person for County departments to contact for outreach from SCERA and spearheading department focused presentations
    • Supporting front desk staffing needs including training and leading office support team meetings
    • Performing project management duties and providing support for special projects at the direction of executive team
    • Providing training to staff when changes and improvements to operational resources occur
    • Using Microsoft Office software and other related software to track, follow up, and communicate project status updates
    Regular work hours for this position are Monday through Friday, 8am-5pm, working in an office setting. Hybrid (telework/office) work may be considered after completion of the probationary period.

    • Working knowledge of business administration principles, data collection and analysis methods, and knowledge of operations and functions of County government
    • Knowledge of supervisory principles and human resources practices, office methods and procedures
    • Outstanding written and oral communication skills
    • Strong attention to detail, and the ability to research, organize, and conduct analysis and statistical studies
    • Office management experience, including experience facilitating personnel on-boarding/turnover, and staff procurement, facilities, and/or IT-related needs
    • Project management experience and knowledge of reverse scheduling techniques
    • The ability to prioritize workload, and are able to adjust to new or emerging projects or initiatives
    • An eye for analyzing logistical challenges and creating process improvements
    • Are highly organized, and enjoy working in a fast-paced environment
    • Knowledgeable in Microsoft Office and other related software as a service to track, follow up on, and communicate project status updates

    Minimum Qualifications

    Experience: Work experience which would provide an opportunity to acquire the knowledge and abilities listed. Normally, one year of full-time professional level staff experience related to general administration, accounting, budgetary analysis, or human resources work including research, analysis, and preparation of written reports and recommendations would provide such an opportunity.

    Education: Any combination of course work and training which would provide an opportunity to acquire the knowledge and abilities listed. Normally, academic course work in public administration, business administration, management, accounting, political science, economics, statistics, English composition, psychology or closely related courses would provide such an opportunity.

    License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.

    Knowledge, Skills, and Abilities

    Working knowledge of: principles and practices of business and public administration as pertinent to area of assignment; principles, practices and political implications of decisions regarding budgeting, fiscal management, human resources and contract management; principles and methods of work planning, staffing analysis and project management; techniques and practices of research methodology, data collection, and analysis; report writing; application and use of basic statistics; the use of electronic information equipment and specific systems as used within the department.

    Knowledge of: operations and functions of county government and the structure and function of the assigned department; modern supervisory management and human resources practice; modern office methods and procedures.

    Ability to: plan, organize, and conduct research, analysis and statistical studies related to the various aspects of administration, budget and general management matters; collect, compile and analyze qualitative and quantitative data; review and implement changes in work methods, systems and procedures; understand, interpret and explain laws, regulations and policies governing program operations; prepare budgets, grant applications, service contracts and complex narrative and statistical reports; communicate effectively orally and in writing, and present conclusions and recommendations before advisory and policy bodies; establish and maintain effective working relationships with management, employees, clients, and the public in carrying out sound management policies; understand program objectives in relation to departmental goals and procedures; organize and prioritize work assignments; persuade, examine, and project consequences of decisions and/or recommendations; analyze administrative problems and budget requests; use of electronic information equipment and specific systems as used within the department; effectively supervise the work of technical and office support staff.

    The selection procedure will consist of the following examination:

    An Application & Supplemental Questionnaire Appraisal Examination (weight 100%) will be conducted to evaluate each applicant's application and supplemental questionnaire for satisfaction of minimum qualifications (pass/not pass); and for educational coursework, training, experience, knowledge, and abilities which relate to this position. Each applicant will be evaluated based on the following criteria:
    • Relevance of work history, related experience, and achieved level of education and/or training as described in the application and responses to the supplemental questions.

    Candidates demonstrating possession of the minimum qualifications will be placed on an employment list in order of most qualified to least qualified based on the achieved score received in the Application & Supplemental Questionnaire Appraisal Examination. Scores may be adjusted based on such factors as the number of candidates, anticipated vacancies, past practice, and natural breaks in the scores achieved by this group of candidates.
