We are currently recruiting to fill one immediate vacancy at either the Signal Light Technician I or II level and an eligible list will also be established to fill future vacancies in this classification for a period of up to six months.

POSITION OVERVIEW Under general supervision, performs a wide variety of semi-skilled to skilled tasks related to the preventative maintenance and repairs of traffic controllers and lights; inspects electrical work on traffic signals; assists with setting timing of traffic signals; and performs related work as required.
SALARY RANGES:Signal Light Technician I: $4,925.74 - $5,987.32 / Mo.
Signal Light Technician II: $5,176.24 - $6,291.74 / Mo.
SUPERVISION RECEIVED AND EXERCISED Receives technical and functional direction and training from the Street Maintenance Supervisor and general supervision from the Street Maintenance Manager. No supervision of staff is exercised.
CLASS CHARACTERISTICSSignal Light Technician I: This is the entry-level class in the signal light technician series. Initially under close supervision, incumbents perform a range of duties required to ensure that the City’s street signals, lights, and traffic control systems are functioning in a manner that provides the highest level of safety for public use. Responsibilities include inspecting and attending to assigned areas in a timely manner and performing a wide variety of tasks in the preventative maintenance and minor repair of City traffic controls systems. As experience is gained, assignments become more varied and are performed with greater independence. This class is distinguished from the Signal Light Technician II in that the latter performs the more complex preventative maintenance, troubleshooting, repair, and installation duties that requires additional knowledge, skills, and experience.
Signal Light Technician II: This is the journey-level class in the signal light technician series. This class independently performs the full range of duties required to ensure that the City’s street signals, lights, and traffic control systems are functioning in a manner that provides the highest level of safety for public use. Responsibilities include inspecting and attending to assigned areas in a timely manner and performing a wide variety of tasks in the preventative maintenance and repair of City traffic controls systems. This class is distinguished from the Street Maintenance Supervisor in that the latter is responsible full supervisory level class in the series responsible for organizing, assigning, supervising, and reviewing the work of assigned staff involved in the Streets division.

- Performs preventative maintenance, conducts walking surveys and visual checks of signal hardware.
- Changes various types of street and traffic lights.
- Inspects in street traffic signal loops and reseals as needed.
- Makes minor repairs or adjustments to traffic signal hardware.
- Performs basic cabinet maintenance.
- Assists with and makes minor repairs to traffic signals.
- Assist with repairs, installs, and maintains traffic loops.
- Maintains all signal timing records stored in cabinets.
- Operates and maintains a variety of hand and power tools.
- Utilizes aerial lifts to perform required maintenance and repair of devices and equipment.
- Responds to maintenance and replacement of streetlights and traffic signals.
- Assists with the maintenance of all City owned streetlights, parking lot lighting, and school flashers.
- Maintains records and logs of daily activities; prepares reports as necessary.
- Observes safe work methods and makes appropriate use of related safety equipment as required.
- Performs preventative maintenance checks on traffic controllers’ operations and timing plans.
- Responds to maintenance and repair emergency situations as required.
- Performs related duties as assigned.
Signal Light Technician II, in addition to the above:- Coordinates signal operations; troubleshoots, maintains, and oversees traffic signal installation.
- Repairs, installs, and maintains flashing school, pedestrian, and stop sign equipment or related.
- Performs skilled electrical and electronic work on traffic signal and related equipment; adjusts and replaces electronic, electrical, and mechanical components.
- Inspects, removes, and repairs streetlights and auxiliary equipment such as control boxes, light fixtures, lamps, and circuitry.
- Prepares reports and maintains schematic drawings, operations manuals, accurate work records, and problem and repair logs on related equipment.
- Assists Traffic Engineer in the design of localized traffic signal systems.
- Performs field inspections of electrical work in new, modified, or relocated traffic signal controllers and appurtenances to ensure compliance with the city electrical code, and with the intended operations of the signal.
- Investigates complaints of malfunctioning or improper timing of traffic signals.
- Assists in adjusting timing of traffic signals.
- Coordinates and oversees repairs, installation and maintenance of traffic loops.
- Repairs, installs, and maintains video detection systems (VDS).
- Meets with contractors, manufacturers' representatives, engineers, and field inspectors to resolve problems related to traffic signal operations; ensures adherence to plans.
- Sets signals and traffic loops on temporary safe timing at construction sites.
- Responds to complaints and answers questions from public or escalates to supervisor, as necessary.
- Provides information to the public concerning traffic related activities.
- Orders and maintains traffic controller replacement parts inventory; participates in quoting, bidding, ordering, and purchasing of equipment and materials.

Signal Light Technician II, in addition to the above: - Inspect, test, repair, and adjust complex traffic control devices.
- Perform inspections and maintenance for extended periods of time in all types of weather.
- Operate heavy equipment including, but not limited to, loaders, backhoes, and skid steers.
- Read and interpret plans, wiring diagrams, blueprints, and technical regulations.
- Coordinate and review the work of traffic signal contractor in the field.
- Bring a cabinet/controller on-line.
- Test and troubleshoot communication cable.

Education and Experience: Any combination of training and experience which would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Signal Light Technician I-II:
Equivalent to the completion of the twelfth (12 th ) grade supplemented by specialized training in electrical studies, industrial technology, or the installation, maintenance, and repair of traffic signal control devices.
Signal Light Technician I: One (1) year of increasingly responsible industrial maintenance experience; maintenance and repair of streetlights, traffic signals, automated traffic management systems; or related electrical systems.
Signal Light Technician II: In addition to the above, two (2) years increasingly responsible experience in the maintenance and repair of streetlights, traffic signals, automated traffic management system experience equivalent to Signal Light Technician I, at the City of Tulare.
Licenses and Certifications: Signal Light Technician I-II:
- Possession of, or ability to obtain, a valid Class C California driver’s license, by the time of appointment.
Signal Light Technician I:
- Possession of, or ability to obtain an International Municipal Signal Association (IMSA) Level I Technician Certificate, within twelve (12) months of appointment.
- Possession of, or ability to obtain, a valid Work Zone Flagger certificate issued by an authorized flagger trainer meeting the requirements of Cal-OSHA and the California Manual on Uniform Traffic Control Device (CA MUTCD), within one year of appointment.
Salary Range: $ 4,397.98 - 5,345.82
Signal Light Technician II:
- Possession of, an International Municipal Signal Association (IMSA) Level I Technician Certificate.
- Possession of, a valid Work Zone Flagger certificate issued by an authorized flagger trainermeeting the requirements of Cal-OSHA and the California Manual on Uniform Traffic Control Device (CA MUTCD)
- Possession of, or ability to obtain, an International Municipal Signal Association (IMSA) Level II Technician Certificate, within six (6) months of appointment.
Salary Range: $ 4,888.60 - 5,942.11
Additional InformationPHYSICAL DEMANDSMust possess mobility to work in the field; strength, stamina, and mobility to perform medium to heavy physical work, to work in confining spaces, around machines and to climb and descend vehicles, and to operate varied vehicles, tools, and equipment; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, reach, and climb to perform work and inspect work sites. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 75 pounds.
Environmental ElementsEmployees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, mechanical, and/or electrical hazards, and hazardous physical and chemical substances and fumes. Employees may interact with upset staff and/or public and private representatives, and contractors in interpreting and enforcing departmental policies and procedures.
- Members of the California Public Employees' Retirement System (PERS). In accordance with the California Public Employees Pension Reform Act of 2013 (PEPRA), the City of Tulare will offer the following retirement benefit (2.0% at 62) to new PERS members beginning January 1, 2013 with three (3) years final compensation. Existing PERS members with no break in service will receive the 2.5% at 55 formula with single highest year.
