    Position/Program Information

    TYPE OF RECRUITMENT: OPEN COMPETITIVE - EMERGENCY

    The LA County Board of Supervisors has unanimously ratified a Proclamation of Local Emergency in response to the windstorms and wildfires , including the Palisades and Eaton Fires, that have devastated communities across the County. We are looking for qualified and passionate individuals to assist the County in mobilizing resources and support needed to help our residents recover and rebuild.     The Department of Public Works is seeking qualified candidates to fill emergency Engineering Testing Aid III vacancies related to this unprecedented natural disaster.

    Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

    During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

    Those who successfully pass the assessment will be considered for permanent appointment to Engineering Testing Aid III.

    Essential Job Functions

    An Engineering Testing Aid III is responsible for a combination of the following job functions:
    • Fills, lifts, and transports bags of soil, weighing approximately 90 pounds, to the materials lab for analysis.
    • Carries PCC (Portland Concrete Cement) cylinders, weighing approximately 30 pounds, to conduct density tests and concrete cylinder strength tests.
    • Digs holes 8 inches in diameter and 4 feet deep in firm, dense soil using a manual posthole digger.
    • Performs specialized physical laboratory tests on soils, steel and concrete products, cement, aggregates, asphalts, bituminous mixes and other engineering construction materials.
    • Operates all standard testing machines and equipment used in laboratory testing of engineering construction materials.
    • Assists in developing new test procedures and in modifying and building test apparatus.
    • Tests asphalt concrete mixes for design and analysis purposes.
    • Performs all calculations required for laboratory and field tests.
    • Operates testing and sampling equipment in both the laboratory and the field.
    • Performs tensile tests on structural steel.
    • Performs complex physical tests on paints and epoxies.
    • Responsible for other duties related to the performance of physical laboratory and field tests of engineering construction materials, as needed.

    Requirements

    MINIMUM REQUIREMENTS:

    Option I: Two years' experience at the level of Engineering Testing Aid II*

    Option II: Completion of two years in an accredited** college or university with specialization in engineering or a physical science***. Eighteen months experience conducting physical tests may be substituted for each year of the required college training.

    LICENSE:
    A valid California Class "C" Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    PHYSICAL CLASS:
    Physical Class IV - Arduous: This class involves frequent heavy lifting over 25 pounds, often combined with bending, twisting, or working above ground on irregular surfaces. It includes those positions that occasionally demand extraordinary physical activity such as those in Safety positions.

    SPECIAL REQUIREMENT INFORMATION:
    * Experience a t the level of Los Angeles County Engineering Testing Aid II is defined as: Performs standardized physical tests on various engineering construction materials.     ***Physical Science encompasses any of the sciences such as: physics, chemistry, astronomy, physical geography, and earth science that analyze the nature and properties of energy and nonliving matter.

    During your initial work period, the appointing department will evaluate your performance. Those who achieve a passing score on this evaluation will be considered for permanent appointment.
