Job Summary/ Objective:
Performs professional technical and administrative work planning, organizing, implementing, directing and evaluating a wide range of recreation programs and activities for all segments of the community.
Supervisory Responsibilities:
- Supervision is exercised over recreation and program part-time staff.
Essential Functions:
- Organizes, develops, plans and supervises a well-balanced diverse recreation program and sports department for all ages and abilities.
- Manages the operation of the summer swim program; includes 3 swimming lakes, staff of 40 lifeguards, beach managers, and cashiers.
- Provides American Red Cross safe practices including life guarding, first aid, observation, monitoring and patrolling, water safety training and education, adhering to best maintenance practices, and adherence to and enforcement of all applicable rules and policies to create and maintain a safe environment for all patrons.
- Coordinates athletic fields/facility usage with area youth and adult athletic organizations; monitors field conditions and provides recommendation for improvement; ensures sport leagues are compliant with department policies and procedures; supervises and evaluates all Sport Leagues.
- Participates in local athletic and community recreation committees and board meetings.
- Supervises Community Center facilities and activities; includes planning, organizing, implementing recreation programs and events at each center; keeps accurate records on attendance, expenses, rental fees and revenues of all recreation programs; prepares periodic and special reports.
- Organizes, develops, plans and supervises County sponsored special events.
- Provides support and recommendations the annual operating and capital budgets.
- Serves as primary County liaison, facilitator and supporter of all area volunteer athletic organizations and serves as a spokesman of the department in the community.
- Responsible for recruitment, retention, hiring, training, supervision, and evaluation of program staff.
Competency: Knowledge/ Skills/Abilities:
- Thorough knowledge of community recreational programs and principals of community recreation, swim operation, and athletics management.
- Technical knowledge of waterfront lake best management practices.
- Technical knowledge of turf grass maintenance principles.
- General knowledge of operation and maintenance of a public facility.
- Ability to plan and establish effective working relations with county employees, administration, school division, outside organizations and the public.
- Ability to supervise program personnel.
- Ability to communicate complex ideas, both orally and in writing.
- Ability to prepare statical reports, presentations, design program brochures.
- Ability to maintain web based online registration and reservation system.
Required Education and Experience:
- Bachelor's degree in recreation or a related field.
- At least 5 years of progressively responsible experience in the Parks and Recreation field.
- Minimum of 3 years at a supervisory level.
- Any equivalent combination of acceptable education and experience providing the knowledge, abilities, and skills cited above.
- Possession of a valid driver's license issued by the Commonwealth of Virginia

Physical and Mental Requirements:
- Work is primarily performed in an office environment.
- Occasional evening/weekend work.
- Tasks may also involve occasional operation of a vehicle.
- Occasional walking over difficult terrain, steep slopes.
- Occasionally in inclement weather conditions, including extreme outside temperature of summer and winter.
- There will be occasional lifting and carrying objects of moderate weight (15-20 lbs.).
- Regular contact with outside organizations, internal organizational units, the public, staff, and various others while using judgment, tact, and interpretation skills to resolve complex issues.
Salary Range:
The salary range for this position is $70,682 - $78,122 per year. Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.

Remote Work :
This position is eligible for a hybrid remote work schedule that is in compliance with the County’s Remote Work Policy and meets the operational and service needs for the position. All County staff must maintain residence within the Commonwealth of Virginia.
