    POSITION PURPOSE / IMPORTANT APPLICATION INFORMATION

    The Human Resources Business Partner/Senior Human Resources Business Partner connects with City management, department representatives, and employees to ensure the organization’s ability to attract, retain, and support a high-performing, inclusive workforce. This position is responsible for performing a wide range of Human Resource generalist duties including recruitment and promotional testing, position classification, total compensation analysis, employee and labor relations, personnel policy administration, and organizational development projects.

    In addition to these core responsibilities, this position also serves as the team’s lead for Talent Acquisition strategy and process improvement. This includes supporting Citywide recruitment efforts, identifying and implementing best practices in marketing and outreach, collaborating with internal partners to enhance the candidate experience, and contributing to the City’s employer brand through digital and event-based strategies. The individual in this role will help train and support hiring supervisors and interview panels, coordinate a cross-departmental recruitment committee, and use data to evaluate and evolve recruitment processes.

The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage, and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee’s level of proficiency and usage.

    JOB SPECIFIC FUNCTIONS

    Essential Job Functions, Duties, Responsibilities, and Tasks
    Performs a wide range of general Human Resources functions:
    • Leads recruitments and promotional testing processes from requisition through offer
    • Advises departments on classification, compensation, and salary equity
    • Provides guidance on personnel policy and employment law compliance
    • Partners with management and employees on employee relations issues and workplace concerns
    • Supports investigations and disciplinary processes in collaboration with HR and legal teams
    Serves as the department’s lead for Talent Acquisition initiatives:
    • Supports Citywide strategies to enhance and streamline recruitment, onboarding, and candidate experience
    • Partners with the DEI team, HR Outreach Coordinator, and Communications team to promote inclusive outreach and effective employer branding
    • Coordinates and facilitates the City's cross-departmental recruitment committee
    • Designs and delivers training to hiring supervisors and interview panels on equitable and effective hiring practices
    • Maintains the City’s Careers presence on platforms such as LinkedIn and ensures the employment website remains current and candidate-friendly
    • Researches and recommends recruitment marketing strategies for hard-to-fill roles or priority vacancies
    • Attends and promotes department attendance at job fairs and outreach events in partnership with the HR Outreach Coordinator
    • Analyzes hiring data to assess outcomes and identify opportunities for improvement
    • Maintains professional certification or ongoing training in Talent Acquisition best practices

    • Leads or assists with HR-related initiatives such as onboarding, process redesign, or employee engagement

    POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS

    Education, Experience, Skills, Formal Training, Licenses, and Certifications
    Required :
    • Graduation from an accredited four (4)-year college or university with course work in human resource management or related field
    • Minimum two (2) years of human resources administrative experience with an emphasis on Talent Acquisition
    • Working knowledge of office practices, procedures, and methods, including knowledge and proficiency of computer word processing, spreadsheets, and databases
    • Excellent human relations skills, analytical skills, conflict management skills, written and oral communications skills, a strong participative management orientation, and a strong detail and results-oriented style
    Preferred :
    • Human Resources experience in a public organization or municipal government
    • Knowledge in the use of HRIS and ATS systems
    • Certification in PHR, SPHR, SHRM-CP, SHRM-SCP, IPMA-CP, IPMA-SCP or others
    • Process Improvement training and/or certification
    Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered.
    Senior Human Resources Business Partner includes a minimum of three (3) years as a Human Resources Business Partner or related experience and proficiency in all Human Resources Business Partner duties.
    Physical Requirements
    Work is sedentary in nature and requires sufficient physical stamina and strength for:
    • Constant sitting to perform daily tasks; occasional walking through a multilevel facility to retrieve information; frequent standing, sometimes for extended periods
    • Frequent squatting, reaching above shoulder, and twisting to file documents and lift supplies and material; occasional bending, kneeling, climbing, balancing, and reaching below shoulder to store documents, material, and supplies
    • Constant light grasp, fine manipulation, and handling to perform daily duties; occasional firm grasp to safely use equipment
    • Frequent lifting, carrying, pushing and/or pulling and lifting of up to ten (10) pounds to move material and supplies; occasional pushing and/or pulling and lifting of up to 25 pounds with dollies and carts

    WORKING CONDITIONS
    Work is constantly performed indoors. This is primarily sedentary office work. Must demonstrate the ability to meet the physical demands of the job, including the ability to retrieve information from various locations in the office when needed. Exposure to periods of high activity and high stress under demanding conditions. The position requires a great deal of communication with City employees, the public, and outside agencies.
    Required Materials and Equipment
    Personal computer, typewriter, 10-key, telephone, fax machine, photocopy machine, calculator, postage meter, files, laminator, paper shredder, laser disc reader/printer, scanner, and other standard office equipment.

    Benefit Package

    The City of Westminster does not participate in the Social Security system. In lieu of Social Security contributions, the city contributes to a 401(a) defined contribution plan on your behalf.

    401(a) Contribution Rates:
    Employee Mandatory Contribution: 11.5% of your base pay. Contributions are pre-tax and fully vested.
    Employer Contribution: 12% of your base pay.

    Employer Contribution Vesting Schedule
    • Less than 3 years - 0%
    • 3 to 4 years - 60%
    • 4 to 5 years - 80%
    • Over 5 years - 100%
    • For employees age 55 and older, the employer contributions are 100% vested
