    The Job

    This recruitment is only open to current San Bernardino County, Fire Protection District, or Special Districts employees who hold a regular, contract, extra-help, recurrent, Public Service Employee, Work Experience Program (WEX) or intern position. Former PSE, WEX, or interns are eligible to apply up to 6 months from the end of their assignment.

    The Office of the Assessor-Recorder-County Clerk is seeking a Chief Appraiser to provide leadership and oversight within one or more key divisions of the office, which may include Valuations, Assessment Services, Appeals or Business Personal Property. This role involves managing a large team engaged in the appraisal of real and personal property for tax assessment purposes. The incumbent may be assigned responsibility for one or more specialized areas. Essential duties include directing a large staff in the appraisal of real and personal property for tax assessment purposes, analyzing and implementing new legislation, and appearing on behalf of the Assessor and testifying as an expert witness in appraisal and assessment matters.

    CONDITIONS OF EMPLOYMENT

    Travel: Travel within and outside the State as well as throughout the County is required. Employees will be required to make provision for transportation within the County. A valid California Class C driver license and proof of automobile liability insurance must be produced and maintained for the individual providing the transportation. Mileage reimbursement at current IRS rate is available.

    Pre-Employment Process: Incumbents must pass a background investigation, including physical and drug screening, and verification of employment history and education.

    Minimum Requirements

    Certificate: Possession of an Advanced Appraiser's Certificate issued by the California State Board of Equalization. (Attach a copy of the certificate to the application, or provide the certificate information in the Certificates and Licenses section of the application.)

    -AND-

    Experience:
    Five (5) years of full-time appraisal experience for assessment purposes in a California County Assessor's Office, which included two (2) years of full-scope supervisory experience. Appraisal experience must include three (3) years performing either commercial/industrial appraisals or personal property appraisals and auditing.

    Desired Qualifications

    The ideal candidate's background for this position consists of a combination of education and experience commensurate with its responsibilities and includes:
    • Ten (10) years of progressively responsible appraisal experience in a California County Assessor's office that includes five (5) years of commercial/industrial appraisal experience along with two (2) years of management experience, equivalent to a Principal Appraiser with the County of San Bernardino .
    • Experience representing the Assessor at Assessment Appeal Board hearings.
    • Successful completion of the San Bernardino County Management & Leadership Academy (MLA).
    • Experience developing and presenting training materials.
    • Bachelor's degree in business/public administration, accounting, real estate, or comparable field.
    • Advanced Appraiser's Certificate issued by the California State Board of Equalization.
