    Introduction

    The City of Scottsdale Enterprise Operations Department is seeking a highly-skilled and analytical Senior Finance Analyst to provide advanced financial planning, budgeting, and operational analysis to support citywide enterprise functions. This position is responsible for developing and managing complex financial models, conducting cost-benefit analyses, preparing long-range financial forecasts, and offering strategic insights to guide executive decision-making. The ideal candidate will monitor financial performance, identify operational efficiencies, ensure compliance with fiscal policies, and prepare reports for executive management, City Council and stakeholders. Strong communication and Excel skills, expert knowledge of municipal finance and contract administration, and the ability to manage multiple priorities and projects in a fast-paced environment are essential. Knowledge of Oracle-based Enterprise Resource Planning systems is highly-desired.

    Please note: Effective June 15, 2025, the salary range for this position will be $87,796.80 - $119,683.20.

    Anticipated starting salary for this position may be up to mid-point depending on candidate’s experience and internal equity. The full salary range is listed above and mid-point for this position is $49.88/hour or $103,708.80 /annually .

    Minimum Qualifications

    Education and Experience
    • A Bachelor's Degree from an accredited educational institution.
    • Three years' professional experience in finance, management analysis, budgeting, accounting, or closely related field.
    • Any equivalent combination of education and/or job-related experience that meets the minimum qualifications may be substituted.
    • Preferred: Degree in Economics, Finance, Accounting, Public Administration or related field.

    Licensing and Other Requirements
    • Every person employed by the City of Scottsdale shall reside in the State of Arizona during his or her active employment by the City, regardless of whether the employee is approved to remote work.


    Essential Functions

    Performs duties and responsibilities commensurate with assigned functional area which may include, but are not limited to, any combination of the following:
    • Prepares monthly and annual financial reports. Provides information to senior management to facilitate analysis of budget variances and financial trends.
    • Participates in the planning, implementation and evaluation of the budget process and develops strategies and alternatives that focus on continuous improvement, innovation and change.
    • Reviews departmental budget submissions for accuracy, completeness and compliance with pre-determined targets and goals.
    • Prepares multi-year financial models, revenue and expenditure forecasts and financial trend analysis.
    • Prepares economic impact analysis or other feasibility studies for senior management.
    • Acts as a consultant to department/division and assists in cost/benefit analysis.
    • Communicates and interacts effectively with management, internal staff, other government agencies and the general public, researching as necessary to provide requested information.


    Work Environment/Physical Demands

    • Lift and carry storage files and computer reports weighing up to 30 pounds.
    • Operate a variety of standard office equipment including a computer, telephone, copy and fax machine requiring continuous and repetitive arm, hand, and eye movement.
    • Travel to/from meetings and various City locations.
