    The City of Waco Seeks:

    The City of Waco is seeking a talented Development Engineering Manager to lead a team of talented engineers. This individual will be responsible for managing engineering operations, driving technical excellence, and ensuring the timely delivery of scalable, high-quality solutions.

    Minimum Qualifications;
    • Bachelor’s Degree in Engineering, Civil Engineering, Mechanical Engineering, or a related field is required from an ABET accredited university and 10 years work experience in engineering, construction/design engineering, or project management with at least 5 years of multidiscipline management or an equivalent combination of education and experience.
    • Texas Driver’s License required.
    • Registration as a Professional Engineer by the Texas Board of Professional Engineers required.

    Position Description:

    Under general supervision, manages a team of professional engineers and technical staff and provides technical oversight and direction in the planning, design analysis, and execution of engineering projects. Responsible for the review and coordination of internal and external development projects to ensure compliance with applicable codes, standards, and specifications. Conducts technical consultations with engineers regarding commercial site development and infrastructure planning. Reviews, signs, and seals engineering calculations, and technical designs in accordance with regulatory and professional license requirements.

    Essential Functions:
    • Manges the team responsible for reviewing all public improvements including public works, public utilities, traffic, and stormwater. Ensure plans meet all state and federal regulations, and City standards.
    • Evaluates, prioritizes, and assigns works based on the division’s needs.
    • Develops staff by providing instructions, training, guidance, and performance goals.
    • Conducts/attends various meetings including pre-development and pre-construction meetings.
    • Reviews engineering designs for in-house, consultant, and developer plans.
    • Develops notices, exhibits, and presentations for public meetings.
    • Develops annual operating budget for Division.
    • Plans and supervises the design of yearly work strategies with city staff and contractors for public right of -way construction and maintenance including seal coats, overlays, patching, striping, signage, signals, and roadside vegetation control; coordinates planned activities directly with all stakeholders.
    • Assists with the development engineering plan review and with traffic engineering work.
    • May be required to respond after-hours, including holidays and weekends, in the event of a departmental or City-wide emergency.
    • Performs other related duties as assigned.

    • Supports the relationship between the City of Waco and the general public by demonstrating courteous and cooperative behavior when interacting with residents, visitors, and City staff, maintains confidentiality of work-related issues and City information

    Governance and Organization

    Waco is a home rule city with a council-manager form of government. The City Council is comprised of a Mayor, elected at-large, and five City Council members representing single-member districts, all serving two-year terms. The City Council sets the tax rate, approves the budget, appoints members to City boards and commissions, enacts City ordinances, and appoints the City Manager, City Attorney, City Secretary, and the Municipal Court Judge.

    The City has a strong Financial Management Policy that guides the operation and delivery of quality City services, contributes to excellent AA+ and Aa1 bond ratings, and maintains an unassigned fund balance reserve in the General Fund equal to 28% of current year budgeted expenditures. The City of Waco has more than 1,600 employees and a total operating budget of over $400 million.

    The City provides a full range of municipal services including a regional airport, animal services, building inspections, code enforcement, convention and visitors bureau, emergency management, housing and community development, economic development, fire, public health, library, municipal court, parks and recreation, planning, police, public works, Texas Ranger Hall of Fame Museum, utilities and zoo operations.
