    The mission of the Juvenile Community Justice department is to reduce risk, repair harm and create opportunity. The juvenile division operates the following programs: Juvenile Detention, Juvenile Field Services, including: Probation, Informal Supervision, Community Service and Juvenile Behavioral Health.     ABOUT THE JOB:

    The Medical Director provides medical oversight of the department’s substance use disorder treatment programming through on-call consultation and support with the Behavioral Health Supervisor. This role ensures medical compliance with all applicable Oregon Administrative Rules (OAR’s) and/or Oregon Health Authority (OHA) guidelines for a certified outpatient substance use disorder treatment program. The Medical Director will work collaboratively with the Behavioral Health Supervisor to develop and implement medical protocols for outpatient care and be available for complex case consultation when needed.

    This position is located in Deschutes County and may be eligible for remote work as allowed by policy and approved by the supervisor/County Administrator.
    Key Responsibilities:
    • Provide case consultation to the Behavioral Health Supervisor who will disseminate information to the treatment team, including clinicians, peer mentors and case managers.
    • Review substance use disorder program policies and procedures in consultation with the behavioral health supervisor to develop and/or revise policies related to treatment programming to ensure client safety and medical needs.
    • Ensure program compliance with applicable regulatory requirements and investigates and evaluates violations of rules, regulations, policies, and procedures.
    • Consult with the Behavioral Health Supervisor to discuss and resolve medical concerns, medical intervention strategies, and treatment planning using fidelity-based treatment models.
    What You Will Bring:

    Knowledge of or experience with:
    • Oregon Administrative rules and standards.
    • Federal, state and county laws, codes, rules and regulations governing health services.
    • Evidence Base Practices in the treatment of adolescent substance use disorders.
    Skill in:
    • Interpreting and applying county, state, and federal statutes, codes, rules, and regulations.
    • Providing medical oversight, supervision, and recommendations to healthcare professionals.
    • Applying public health, behavioral health, or public administration principles and practices in a regulatory environment.

    Compensation

    $109.303 to 146.476 per hour. Position may also be eligible for a Cost-of-Living Adjustment (COLA) on June 22, 2025, pending budget adoption by the Board of County Commissioners. There are no County benefits. This position is available immediately.

    Minimum Qualifications

    • Doctorate in Medicine or Osteopathic Medicine;
    • AND five (5) years of related experience that includes at least three (3) years of supervisory experience;
    • OR equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities to perform the essential functions of the job.
    Preferred Qualifications :
    • Previous experience working with adolescents and/or substance use disorders.
    • Training in medication-assisted treatment (MAT).
    • Training in evidence-based practices for adolescent substance use disorders.


    Necessary Special Requirements

    The employment offer will be contingent upon pre-employment screening for criminal history and controlled substances (NOTE: Positive test results for marijuana use may result in rescission of a contingent offer of employment). These screenings must be completed with satisfactory findings in order for a formal offer of employment to be extended.

    • Must possess and maintain Oregon Medical License, in good standing; OR have the ability to obtain by date of hire.
