As the Outdoor Recreation Grants Planner, you will oversee the Recreational Trails Program which awards pass-through funding to entities throughout the state. The purpose of the RTP program is to provide and maintain recreational trails and trail-related facilities for both motorized and non-motorized recreational use. You will have the opportunity to make significant contributions to outdoor recreation in Missouri. No project is the same and you will find an endless variety of ways to make a positive impact to the lives of citizens throughout the state.
- Manage the Recreational Trails Program (RTP) including opening of yearly grant rounds, oversight of active grant projects, conducting risk assessments and site inspections, leading pre-award meetings and administrative workshops, overseeing project Phases 1-3 (NEPA/preliminary design, Right-of-Way, and bid / construction documents), and managing project reimbursements and project closeouts.
- Monitor projects to ensure they are in compliance with all policies, procedures and guidelines (2 CFR 200, "Uniform Administrative Requirements, Cost Principles, Audit Requirements for Federal Awards, and Federal Highway Administration guidelines).
- Submit requests for project modifications (i.e. extensions, additional funds, etc.) as appropriate.
- Collect and evaluate quarterly and annual reports.
- Annually review the RTP Open Project Selection Process (OPSP) manual and pre-application checklist; make any necessary edits.
- Provide technical assistance to potential applicants and project entities.
- Oversee the Missouri Trails Advisory Board by communicating with board members, coordinating and managing board meetings, and managing expense accounts for board members and program.
- Prepare and route documents through Salesforce, SharePoint, SAM II, MOVERS for approval.
- Assist with financial functions such as setting up FAITs, requesting LDPR Codes, preparing JV and FX paperwork, and preparing RTP grant reimbursements.
- Advertise the program by presenting information at conferences, workshops, Missouri State Parks event booths, and through social media.
- Create final performance reports, prepare and track self-certification letters, and prepare legislative letters for grant award and closeout.
- Assist other grant programs including the Land and Water Conservation Fund, Outdoor Recreation Legacy Partnership Program, and Bus Grants.
- Assist with monitoring the mspgrants@dnr.mo.gov account.
- Lead and/or assist with other duties as assigned.

Equivalent to those typically gained by:
- Bachelor's degree in Grants Management, Accounting, Parks and Recreation, Public Administration, Business Administration, or closely related field and 3-5 years or relevant experience.
(Additional education or experience may substitute for the required education or experience)
- Training, certification, and/or education in continuous process improvement programs such as Lean Six Sigma as well as completion of Missouri Way, Leadership Academy, and similar programs is preferred.
