    Deputy Chief of Transportation

    Job Summary/ Objective:

    The Deputy Chief of Transportation Projects provides leadership to a team of Project Managers in the execution of planning, design, and construction of projects within the quality, budget, and schedule requirements for the division’s work on County, state, and federal grant funded transportation projects. These projects involve multi-modal elements, inclusive of shared use paths and road improvements, and are substantial in terms of cost, scope, and complexity. Collaboration and communication with internal and external stakeholders, including government agencies, vendors, and community members, is a vital component for success in this position.

    Supervisory Responsibilities:

    • Supervises the work and performance of designated employees and teams for the execution of projects.
    • Recognizes areas for internal improvement and develops plans for implementation.
    • Engages in periodic project reviews, reporting, and assessments.
    • Performs employee appraisal reviews.
    • Provides training opportunities for the professional growth of project managers.


    Essential Functions:

    • Oversees project managers through all phases and activities of the project life-cycle processes. Essential functions and responsibilities include, but are not limited to, the following:
    • Manages individual projects when division workload requires.
    • Serves as County representative for Virginia Department of Transportation (VDOT) administered project coordination, ensuring designated projects are managed in accordance with the VDOT Locally Administered Projects (LAP) Manual.
    • Attends monthly and quarterly meetings with VDOT.
    • In coordination with Transportation Planners in the Community Development Department, identifies and defines the scope and objectives of each project, considering stakeholder needs and requirements, and develops effective strategies.
    • Maintains a high level of customer service, internally and externally, to improve services to the stakeholders, partners, and customers.
    • Provides project management oversight for execution of all aspects of planning, design, construction and close out phases across the life cycle of complex multi-modal transportation projects. This work is supported by divisional Project Managers.
    • Performs document reviews to ensure Federal, State, Local Government and any other funds are properly appropriated, authorized, and utilized throughout project development and delivery.
    • Collaborates and participates in the development of the Capital Improvement Program for transportation projects. Coordinates planning meetings with CDD to collaborate on potential grant submissions for future work.
    • Develop strategies to minimize the County’s exposure and risk by proactively using knowledge of construction practices, codes, and contractual requirements.
    • May oversee Project Managers in the execution of non-transportation related projects.
    • Performs other duties as required.

    Competency: Knowledge/ Skills/Abilities:
    • Knowledge or direct experience managing transportation projects in the public right of way.
    • Knowledge or strong familiarity with VDOT requirements for design, construction, and grant funding compliance.
    • Knowledge or firm practical grasp of civil engineering principles related to transportation projects.
    • Demonstrated work experience in budget preparation and monitoring expenditures, and general business practices.
    • Demonstrated experience in coordinating and managing teams through complex planning, design, and construction phases.
    • Practiced in preparing reports, conducting analyses, and presenting project status.
    • Provision of excellent customer service to internal and external customers and skill set to communicate effectively both orally and in writing.
    • Provision of comprehensive, intensive practical knowledge of substantive project management principles, practices, methods, approaches, procedures, and a technical knowledge base of sufficient depth and breadth in a variety of complex and challenging project assignments of significantly large scale and considerable cost.
    • Provision of positive supervision enhancing and encouraging project manager development.
    • Strong technical reading and writing skills with professional engineers, architects and technicians.
    • Strong skill set in computer software (such as, Microsoft Office, Microsoft Project, Bluebeam).
    • This position is required to drive and must meet eligibility requirements of the County’s safe driver policy.

    Required Education and Experience:

    • Four-year college degree or master’s degree in civil engineering or related field, or any combination of education and experience equivalent to degree from an accredited four-year college or university which provides the required knowledge, skills, and abilities.
    • Minimum of five years of comprehensive project management experience in full life-cycle project management that includes experience in directing and leading project teams.
    • Extensive experience conducting constructability reviews focusing on planning, scheduling, assessments, and report recommendations for highways and structures.


    Preferred Qualifications/Certifications:

    • Experience leading and supervising project managers with construction and engineering efforts is preferred.
    • Experience leading and supervising project managers with locally administered transportation projects is preferred
    • Progressive responsible experience in management and administration of diversified transportation engineering and/or transportation project management is preferred.


    Physical and Mental Requirements:

    • Work is typically performed in an office setting, with substantial time spent on active jobs sites.
    • The nature of work requires exposure to inherent risk of active construction sites including inclement and adverse weather conditions.
    • Interaction with other County employees, Contractors, Design Firms, Public Officials and the Public is necessary.
    • Operation of County vehicles to travel to locations throughout the County is required.
    • Occasional work activity after normal duty hours and on weekends may be necessary to perform critical tasks or meet organizational deadlines.

    Remote Work:

    This position is eligible for a hybrid remote work schedule that is in compliance with the County’s Remote Work Policy and meets the operational and service needs for the position. All County staff must maintain residence within the Commonwealth of Virginia.

    The Salary Range:

    The hiring range for this position is $99,047 - $109,473 per year. Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
