Contract Compliance Specialist

Summary

King County’s Department of Natural Resources and Parks - Solid Waste Division is seeking a Contract Compliance Specialist (Contract Specialist III) to join it’s Enterprises Services section! This role will be involved in growing the project and contract compliance program of the Solid Waste Division. It will play a critical role in ensuring that public works contract support services are compliant with King County policy. This role will form part of a team which provides contracting support services within a centralized framework.

About this Role

This role will help procure construction and engineering contracts, it will support on call/work order engineering and construction support contracts by reviewing, routing, negotiating, and finalizing Capital Improvement Project (CIP) support work orders. This role will review and adjust all documents required to properly execute CIP support service contracts.

This position performs work both remotely and on-site.

About the Team

The King County Solid Waste Division (KCSWD) is responsible for the public solid waste system that serves the people and communities of unincorporated King County and most cities within King County. KCSWD is the lead King County Agency for delivering Zero Waste of Resources (ZWoR) goal for the region, which will reduce valuable materials sent to the landfill by up to 70%. KCSWD operates the Cedar Hills Regional Landfill, ten transfer facilities, nine closed landfills, and many programs to design out waste and pollution, keep products and materials in use, and regenerate natural systems.

The Project Control Unit that this position belongs to is responsible for providing contract and project control support services to the entire King County Solid Waste Division. Contracts and projects in this unit include operations purchase, public works support, and professional consultancy services.

Job Duties

What You Will be Doing:

• Review capital improvement contract scope documentation for accuracy and compliance with central policy
• Serve as liaison between internal agency customers and centralized contracting staff in order to process new contract documentation and active contract change requests
• Train staff in compliance mandates, document review expectations, and serve as authority on all public works related issues
• Conduct internal project and contract compliance reviews in order to ensure compliance with central policy as well as to determine compliance gaps
• Develop easy to use tools for internal project management staff in support of capital improvement project
• Procure construction and engineering contracts for use by division Project Managers.
• Develop internal contract and project compliance policy in response to audits and lessons learned
• Create and support internal compliance programs by synthesizing policy, customer input, and team resource constraints
• Review and process contract solicitation materials including scopes of work, bid specifications and design documents, evacuation criteria, and other related solicitation materials
• Attend and participate in County wide policy update forums

Experience, Qualifications, Knowledge, Skills

Qualifications You Bring:

• Experience and skills in reviewing and developing capital improvement contract documents
• Experience in contracting, including developing contracts and amendments, procuring and negotiating contracts in the public sector, and reviewing contract documents for compliance with relevant procedures, laws, and regulations.
• Experience tracking complex budgets and expenditures
• Experience communicating contracting requirements and government policies to staff and management through training and preparation of written materials.
• Knowledge of procurement practices in the public sector.
• Experience working with multiple stakeholders and delivering important projects
• Skills and experience in assisting with capital improvement projects

It Would Be Great If You Also Brought:

• Experience working with contracts related to capital improvement projects

• Oracle EBS and/or Oracle procurement Cloud or related experience utilizing procurement technology
• Experience with LEAN processes and principles

Supplemental Information

Working Conditions:

• Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements typically 1-2 days per month. The frequency of onsite work is determined by business needs and may be adjusted accordingly. The most common onsite location will be King Street Center (201 S. Jackson St, Seattle, WA 98104) and various SWD locations throughout the County. This work arrangement promotes work-life balance and reduces carbon footprint under the department’s vision.

• Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance of King County worksites to meet onsite reporting requirements.
• Work Schedule: Thísfull-time position works a 40-hour work week. This position is exempt from the provisions of the Fair Labor Standards Act (FLSA) and is not overtime eligible.
• Union Representation: This position is Non-Represented.
