    The Job

    The Office of Emergency Services (County OES) is recruiting for a Media Specialist. Media Specialists use social media, videography, photography, and audio to develop written and electronic marketing/outreach materials for internal and external publications. Media Specialists also participate in outreach events/activities and support the agency during major media/communications incidents.

    The Office of Emergency Services (County OES) is responsible for countywide emergency planning, mitigation, response and recovery activities. The OES works with all County departments and 24 cities, and many non-government organizations. In the event of an emergency, the OES manages the County's Emergency Operations Center (EOC) and coordinates the County's disaster response with local, state and federal governments. The Director of Emergency Services oversees the day-to-day administration of the County's disaster preparedness and response program and development of the County's Emergency Operations Plan. One of the primary functions is to ensure that the EOC is in a constant state of readiness.

    CONDITIONS OF EMPLOYMENT

    Work Hours: In order to meet the business service needs of the public that we serve during emergency activation , this position may be required to work extended hours including nights, weekends, holidays and may work substantial overtime as needed and during emergency activation.

    Background Investigation: Prior to appointment, applicants must pass a background investigation and verification of employment history and education.

    Travel: A valid California Class C Driver License is required to carry out the essential job-related functions of this position. Mileage reimbursement and proof of automobile liability insurance must be maintained.

    Minimum Requirements

    Applicants must meet both the education and experience requirement for one of the following options.

    Option 1
    Bachelor's degree in English, Journalism, Business/Public Administration, Public Policy, Public Relations or Mass Communications or related field.
    One (1) year of full-time equivalent experience writing and editing educational/informational brochures, news releases and/or promotional materials for internal or external publications; organizing, coordinating and overseeing outreach programs to promote organizational events and activities; and creating content for a variety of social media platforms and/or updating website content to disseminate public information, particularly during disasters or while supporting a Joint Information Center (JIC) within an emergency response setting.
    Option 2 Thirty (30) semester (45 quarter) units of completed college coursework from an accredited college or university, in English, Journalism, Business/Public Administration, Public Policy, Public Relations or Mass Communications. *
    Two (2) years of full-time equivalent experience as listed in option 1.
    *Note: A list of coursework in a qualifying field or legible copies of transcripts (unofficial transcripts are preferred) and must be submitted with the application if a degree is not conferred.

    Desired Qualifications

    If you possess the following experience, we strongly encourage you to apply!
    • Worked in coordination with the Public Information Officer to manage public communications and information flow during EOC activations
    • Ability to record and edit videos
    • Expansive experience developing and maintaining social media content
    • Ability to utilize Adobe Creative suite programs, Microsoft Publisher, or similar design programs
    • Public Information Officer training
    • Excellent written and oral communication skills, including use of proper grammar and ability to edit others' written materials
    • Experience working in a government/public sector setting responding to major incidents
    • Experience photographing events
