Job Summary Plans, directs, coordinates, manages, and leads an effective and efficient Parks and Recreation Department and Facility Services Department by being creative and fiscally responsible in providing services, programs, activities, and amenities that enhance citizens’ quality of life; offers sound advice and quality recommendations to management, the Parks and Recreation Advisory Board, and the City Council; and understands and embraces policy direction to continually improve COB facilities and maintenance operations, parks, and recreational and community activities in Bryan.
Essential Job Functions - Directs and oversees a comprehensive year-round community parks and recreation program including the management of all municipal-owned parks, recreation centers, swimming pools, and athletic facilities.
- Oversees the grounds maintenance function of all City-owned land, including but not limited to the park system and areas surrounding City-owned buildings.
- Oversees the development and allocation of the Department’s budget including the forecast of funds for staffing, equipment, materials, and supplies.
- Manages recreation areas and facilities throughout the City that are required to meet the needs of the community’s recreation and community services activities. Conducts activities, events, and programs that will employ leisure time for citizens in a wholesome and constructive manner.
- Performs personnel administrative functions (e.g., interviewing, selecting, evaluating, supervising, training, disciplining, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel, and achieving objectives within budget.
- Provides oversight of park capital improvement projects.
- Plans and administers short and long-term objectives for the Department.
- Supervises and manages the planning of new parks, playgrounds and amenities necessary for the proper construction and maintenance of these facilities.
- Coordinates the work of the Department with other City departments, groups, agencies, and vendors as needed.
- Develops and implements policies, procedures, and standards for efficient and effective operation and maintenance of Department operations. Assures compliance with established policies, procedures, and laws.
- Represents the City at various meetings including City Council meetings, staff meetings, professional association meetings, and other meetings as necessary and responds to inquiries regarding the Department’s functions as well as makes presentations when requested.
- Provides citizens information about recreation program opportunities; responds to citizen and City Council issues, concerns, and needs.
- Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships.
- Oversees all City-owned facilities including the construction, preventative maintenance repairs, and custodial services of City buildings.
- Reviews plans and specifications and makes recommendations as to maintenance and operation of new facilities prior to and during construction.
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
- Works closely with other City management staff to identify problems and develop effective resolutions.
- Performs related duties as required.
- Responds regularly and promptly to work.
Minimum Qualifications - A Master’s degree, with major coursework in Parks & Recreation, Physical Education, Horticulture, Public Administration, Construction Science, Facilities Management, Architecture, Business or similar field of study plus eight (8) years of directly related experience; OR a Bachelor’s degree (with coursework as listed above) plus ten (10) years of directly related experience.
- Previous leadership, supervisory, or management experience is required.
Other equivalent combinations of related education, experience, certification, and training will be considered.
Licenses, Certifications & Special Requirements Texas Class C driver’s license with a good driving record as measured by the City’s evaluation system.
