    This position will serve under the direction of the Metro East Region-Chief of Children’s Community Operations within the Division of Behavioral Health (DBH). The Program Specialist will assist the Chief of Children’s Community Operations with oversight of the Department of Mental Health (DMH) contracted providers and services, program monitoring, contracts, technical assistance, reporting, and program development. An important role of this position is the development of relationships and collaboration with community providers and other stakeholders.

    The base salary offered for this position is up to $56,760.24, commensurate with education and experience. If the selected candidate is eligible for a pay differential, such as retention pay, the total salary may exceed what is listed in this posting.

    This position may require travel and overnight stays.

    Consumer Placements and Case Monitoring

    • Review Supported Community Living financial referral/placement packets for payment.
    • Complete monitoring of clinical referral packet assuring information is received by the placement facility from the Community Mental Health Centers (CMHC).
    • Client and family advocacy.
    • Monitoring for abuse/neglect.
    • Monitoring CMHC contact with the youth, family and placement facility.
    • Provide assistance to Administrative Agents to assure least restrictive environments which meet consumer’s treatment needs and DMH standards.
    • Monitor facilities and Administrative Agents in service area for clean, safe, and treatment-focused environments.
    • Monitor client movement-entering data in CIMOR.
    • Process administrative and regional transfers.


    Providing Technical Assistance

    • Provides technical assistance and/or training to service providers, community groups, and other interest groups and individuals on program philosophies, standards, policies, and procedures.
    • Provides technical assistance to Administrative Agents/identification of needs and resources in the community.
    • Provides interpretation of DMH policies and procedures, contracts, amendments to DMH contracted providers.
    • Collects data on program issues and identifies trends.
    • Reviews current policies and procedures and trends to maintain knowledge of the field.
    • Provide DMH abuse/neglect procedure trainer to CMHC and contracted providers.


    Facility Monitoring and Contract Compliance

    • Completes monitoring of residential facilities in service area for contract compliance.
    • Completes monitoring/conducts audits of Administrative Agents community programs for compliance.
    • Completes monitoring of CMHC out of home placement protocol monthly.
    • Completes QA/QI reviews.
    • Completes Medicaid billing reviews for TA for providers.


    Clinical Consultation

    • Attends Inter-Agency Staffing Team Meetings (IAST).
    • Provides clinical consultation for Administrative Agents, state and contracted residential facilities.
    • Develops new System of Care teams.
    • Attends System of Care Team and Inter-Agency Team meetings.
    • Assists with trainings/program reviews.


    Fiscal/Regional/Administrative Duties

    • Assist with Event Management Tracking reviews and local inquiries and data entry as assigned.
    • Provide administrative assistance and support to the Chief of Children’s Community Operations.
    • Provide coverage/back-up for the Chief of Children’s Community Operations and other assigned Children and Youth Program Specialists.
    • Assist with assigned projects, initiatives, and upcoming programs.


    Minimum Qualifications:

    A Bachelor’s degree in a health-related discipline (i.e., Public Health, Psychology, Community Psychology, Human Development) OR 1-3 years of relevant experience. Professional experience working with youth and their families, Children’s Division or Juvenile Justice Programs required.

    Applicants must be well-organized and able to successfully manage multiple work priorities with minimal supervision. This position requires existing knowledge of family systems, behavioral health diagnosis and developmental disabilities as they pertain to children and youth, knowledge and understanding of evidenced based practices. Professional oral and written communication skills are essential. Sound judgement and strong critical thinking skills are needed to be successful in this role. The applicant must have the ability to follow established guidelines, interpret and follow state statutes. The ideal candidate must have the ability to collaborate with others and work as a team player.
