Workdays & Hours: Monday to Friday - 7:30am - 4:30pm. PURPOSE OF DIVISION The purpose of Houston Airport System (HAS) Airside Operations and Maintenance unit is to effectively deliver self-performed maintenance services at each of the three (3) HAS airports.
PURPOSE OF THE POSITION The Senior Project Manager - Aircraft Support and Baggage Handling Systems reports to the Assistant Director of Airside Operations and Maintenance and is responsible for the effective technical review and contract compliance of assets maintained by outsourced contractors at Houston Airport System (HAS). This position manages multiple contracts of various sizes, supervises and directs technical personnel in developing and negotiating service contracts, and administers and negotiates claims and change orders. The Senior Project Manager interfaces with departments, outside agencies, and firms to discuss programs and projects, serving as a liaison between City personnel and contractors. Additional responsibilities include providing technical expertise on contract matters, including Other Service Requests (OSRs) related to Aircraft Support and Baggage Handling Systems. The role ensures the reliability and sustainability of one of the Houston Airport System’s major critical asset systems. All work is performed in compliance with Federal Aviation Administration (FAA), Transportation Security Administration (TSA), state, and local regulations. This position may be assigned duties at all Houston Airport System facilities, including IAH, William P. Hobby (HOU), and Ellington (EFD). The Candidate must be able to pass a criminal background check and obtain and maintain federally mandated security clearances where required.

The Senior Project Manager - Aircraft Support and Baggage Handling Systems responsibilities of this position include, but are not limited to: - Interfaces with departments and outside agencies or firms to discuss programs and projects
- Effective management of all Aircraft Support and Ground Support Equipment, Baggage Handling System and related equipment, and resources throughout all IAH and HOU airports while adhering to Federal Aviation Administration (FAA), Transportation Security Administration (TSA), State and Local regulations and requirements. Coordinates immediate response and correction of observed and/or reported maintenance deficiencies that are not compliant with applicable regulations/policies
- Always ensure appropriate Aircraft Support and Baggage Handling System contractor staffing levels are in place for regular preventive and corrective maintenance, and irregular emergency maintenance and operations
- Ensure the on-time completion of preventive, corrective, other service requested, and emergency, maintenance for the HAS Aircraft Support and Baggage Handling System assets, and that all work is documented accurately in the HAS Enterprise Asset Management System
- Provides management of multiple contracts of various sizes, including oversight of warranty information for all new Aircraft Support and Baggage Handling System assets
- Participate in the preparation of design and construction contracts for special projects and administration contracts; plans personnel allotments; maintains budget control over personnel and the contractual agreement. Oversight for the safe and efficient Operations and Maintenance (O&M) of all Aircraft Support and Baggage Handling System and related equipment, including coordinating maintenance and upgrade schedules, safety regulation compliance, and optimizing the asset reliability to enhance aircraft boarding and disembarking, and baggage handling processes
- Identifying root cause of malfunctions to resolve complex technical issues. Reading and interpreting electrical schematics to understand the wiring and control systems of the Aircraft Support and Baggage Handling System, and hydraulic systems. Understanding of Programmable Logic Controllers (PLCs) to monitor and control various aspects of the operations
- Performs personnel functions, such as evaluating subordinate performance, interviewing prospective personnel, training subordinates, and recommending disciplinary action
- Maintains construction records and reports to management on construction contracts; provides input for departmental decision-making and planning. Identifies and deconflicts project or program dependencies and critical path and identifies and resolves issues and conflicts within the project or program team
- Represents the department and respond to complaints or inquiries from citizens, City officials or outside agencies. Act as owner representative, and subject matter expert at meetings and functions pertaining to HAS Aircraft Support, Baggage Handling System, and Related Equipment
- Organize and issue work assignments for mowing, markings, pavement repairs, etc., using various methods, materials, and equipment used in the maintenance industry
- Ensures the efficient operations of the airport by keeping management informed; by identifying impediments to smooth and seamless airport operations; and, by staying abreast of changes to all codes, and other federal, state, local regulations related to the operations of the airport
- Delivers prompt service that exceeds expectations to employees, passengers, and others by providing information and responding to airfield maintenance requests and needs. Restoring and ensuring airfield is maintained in an efficient manner and identifying any potential issues that would be detrimental to the airport
- Ensures a secure environment by maintaining secured work zone, clear of hazards that could cause potential harm
- Provides a safe airport environment by completing applicable preventive/corrective maintenance checklist requirements; coordinates with IAH Airside Operations, follows federal regulatory compliance and/or manufacturer’s manuals; call for repairs and complete the daily check sheets
- Ensures that Personal Protective Equipment (PPE) will be worn at any time that employees are in a situation that warrants the use of such equipment
WORKING CONDITIONS The position requires stooping, bending and/or lifting of items of up to 30 pounds with occasional periods of walking on rough surfaces. There are occasional discomforts from exposure to moderate heat, cold, moisture/wetness and unpleasant air conditions. The position may involve occasional exposure to soiled materials and light chemical substances such as cleaning solutions. Requires the ability to make simple gross motor responses within large tolerances.
MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required.
EXPERIENCE REQUIREMENTS Six years of experience in construction, construction inspection, Project Management, design, landscape design, geo-technical, environmental or a closely related field are required.
Directly related professional architectural, construction or landscape design experience may be substituted for the education requirement on a year-for-year basis.
LICENSE REQUIREMENTS May require a valid Texas driver’s license and comply with the City of Houston’s policy on driving.
PREFERENCES- Preference for six (6) plus years of experience in directly supervising and/or managing the day-to-day
O&M of Aircraft Support Systems (PBB) and/or Baggage Handling System at either a FAR 139 certified commercial airport rated as one of the 50 largest airports by the Airports Council International (ACI), or a military airfield supporting at least 2,500 aircraft takeoff operations per year. - International Facility Management Association (IFMA) Certified Facility Manager (CFM), Facility Manager Professional (FMP), American Association of Airport Executive (AAAE), Certified Member (CM), Project Management Professional (PMP), and/or equivalent military certification is a plus
- Mechanical aptitude with experience in electrical and hydraulic systems. Ability to read and interpret technical manuals and schematics. Strong problem-solving and troubleshooting abilities
