ABOUT THE POSITIONThe Clark County Election Department is seeking qualified candidates to apply for the Senior Election Operations Specialist position. The Senior Election Operations Specialist is a leadership position, working primarily in training, within the Training & Recruitment Division. This position ensures that all operations run smoothly on Election Day and during Early Voting by helping to oversee in-person voting operations, and maintaining communication with other divisions within the Election Department to include IT and the Warehouse. As a member of our team, you will also be responsible for training those who train the election workers, and create instructional manuals and other training materials. This role may also coordinate the use of Election Day sites, and provides additional assistance and support to management. This position requires mandatory overtime during various periods in the election cycle. Overtime can include weekends and may be scheduled with little to no notice. The Senior Election Operations Specialist will report to the Election Program Supervisor and Registrar of Voters.

MINIMUM REQUIREMENTSEducation and Experience: Equivalent to an Associates Degree AND two (2) years of full-time specialized operations experience in an Election department or experience in developing training materials related to operational functions and leading training of large groups of staff and/or volunteers, or other technical experience related to the work of the functional unit. Experience may be substituted for the education on a year for year basis. Prior lead or supervisory experience over paid or volunteer staff, and experience evaluating potential polling sites for compliance with state and federal guidelines is desirable.All qualifying education and each experience must be clearly documented in the “Education” and “Work Experience” sections of the application.

Working Conditions: Work overtime or off-shift work on a seasonal basis. Work may be occasionally performed in adverse weather or temperature conditions.
Licensing and Certification: Must possess a valid Nevada Class C driver's license at time of appointment.
Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.

EXAMPLES OF DUTIES- Develops and implements training materials for election board staff; schedules and coordinates the training of part-time staff by County or contract personnel; obtains and coordinates the use of training facilities.
- Maintains records regarding election board officer and absentee ballot processor activities to ensure that such workers are paid in a timely manner.
- Supervises and reviews the accuracy and performance of temporary workers and maintains appropriate evaluation records.
- Researches and assembles varied files and databases and prepares reports; creates forms and newsletters and specialized election documents.
- Supervises the coordination and acquisition of all polling sites for election support.
- Works with various public and private entities to acquire these sites.
- Maintains and updates VEMACs module with current contact information, confirmation documents, room assignment, and mailing address information.
- Maintains VISIO room diagrams for each election cycle and makes them available for review on the department public drive.
- Performs site surveys and assessments to insure they comply with ADA requirements and allow for adequate location, size, electrical, and parking requirements.
- Coordinates activities with local City Clerk's offices during City or special elections. Inventories materials and supplies; orders and maintains an inventory of appropriate supplies; prepares basic budget figures for election operations.
- Provides factual information to the public, election workers and voters, in person or over the telephone.
- Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team.
- Uses a variety of standard office equipment, including a computer, in the course of the work.
- Drives a personal or County motor vehicle to precincts and training sites or to deliver ballot materials and supplies.
PHYSICAL DEMANDSMobility to work in a typical office setting, use standard office equipment, and to drive a motor vehicle in order to reach election and training sites as far a 100 miles; lift and carry up to 50 pounds; stamina to deal with stringent deadlines; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone.
