GeneralThe Information System Analyst III (Data Engineer) reports to the IT Manager, Data Analytics., and is responsible for managing Data, Analytics & Business Intelligence program for the San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (JPB), and the San Mateo County Transportation Authority (TA).
This pivotal role demands extensive expertise in Python, SQL, Snowflake, SQL Server, Redshift, ETL tools, and data visualization platforms. The ideal candidate will be responsible for designing, developing and maintaining robust data pipelines and architecture that support our business intelligent initiatives. This role requires a strong understanding of database design, data warehousing, and cloud technologies to ensure efficient processing and storage of large datasets.
Essential Functions & Duties- Design, build, and optimize ETL/ELT processes using tools like Fivetran, Matillion, Informatica and StreamSets for efficient data ingestion, transformation into data warehouses like Amazon Redshift and SQL Server.
- Manage and optimize databases like SQL Server, Amazon Redshift, Snowflake including schema design, query optimization, performance tuning, and data modeling.
- Develop and maintain data processing scripts and automation workflows using Python for data manipulation, integration, and system automation.
- Implement and monitor data quality checks, ensuring data integrity, accuracy, and adherence to data governance policies.
- Identify, troubleshoot, and resolve issues related to data pipelines, databases, and data-related systems.
- Create and maintain comprehensive documentation for data pipelines, data models, and system configurations.
Essential Duties
- Design, build, and maintain production-level reports and dashboards using BI tools like Power BI and Tableau to support business operations.
- Design, develop, and integrate RESTful and SOAP-based web services to enable seamless data exchange between enterprise applications and third-party systems, ensuring scalability, security, and performance.
- Manage project scope, deliverables, and risks while collaborating with stakeholders to understand their data needs and translate them into technical requirements.
- Ensure BI solutions are scalable, reliable, and secure, while developing and monitoring key performance indicators (KPIs) to track business performance.
- Collaborate with cross-functional teams to optimize data workflows and drive analytics projects from inception to completion.
- Foster self-service capabilities, empowering users to independently access and report on data.
- Contribute to best practices and mentor other analysts within the Analytics discipline.
Minimum QualificationsSufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:
- Bachelor’s degree in Computer Science, Data Science, Statistics, Business Administration, or a related field; Master’s degree is a plus.
- 4+ years as a Data Engineer or in a similar role with Strong proficiency in Python, SQL for data manipulation, scripting, and automation.
- Available to work On Call and After hours as required

- Extensive experience with SQL Server, Redshift, ETL tools like Informatica, Streamsets.
- Solid understanding of data warehousing concepts, dimensional modeling, and ETL methodologies.
- Familiarity with data preparation and integration for reporting tools like Power BI and Tableau.
- Strong problem-solving skills and the ability to interpret complex data and provide actionable insights.
- Excellent verbal and written communication skills to present findings to both technical and non-technical audiences.
- Ability to manage multiple tasks and projects simultaneously with strong organizational skills.
- Good understanding of various cloud systems eg, AWS, Azure
