    THE POSITION
    The Mental Health Services Manager (Senior) is responsible for a variety of duties that include both children's Full Service Partnership clinical services and oversight, program planning, and inter-departmental and community relations. This position works closely with the Children's Services Administrator to provide collaborative leadership. They will use their experience providing children's services and oversight to support and innovate the community-based services continuum in our Division.

    The duties for this position will include: Oversight of any delegated service programs within the county, and contracted programs to assure a high quality of evidence based services are being offered in a cost efficient manner; manage specialty programs like Foster Care Treatment Unit, Youth Full Service Partnership, Commercial Sexual Exploitation of Children (CSEC) , school based services and mobile crisis; provide support to Supervisors for purposes of maintaining and improving morale and assisting with employee development and wellness.

    The eligible list created as a result of this recruitment will be used to fill full-time and part-time regular, limited-term or extra-help positions as vacancies occur in the Health and Social Services Department.

    Position Requirements

    Experience: Four years of increasingly responsible experience in a Mental Health program of which one year was in a management capacity.

    Education: A Master's degree is required from an accredited college or university with a major in Psychology, Social Work or a related field.

    Depending upon assignment, incumbents in this class may be required to possess a valid licensed Marriage, Family Therapist (MFT) license as issued by the California Board of Behavioral Science Examiners, a Licensed Clinical Social Worker (LCSW) license, or a valid license as a Psychologist issued by the California Board of Psychology.

    Employees who were appointed as Mental Health Program Managers prior to January 1, 1979, are exempt from the license provided they remain in this classification in the Solano County Mental Health Division.

    Possession of or ability to obtain a valid Class C California driver's license may be required.

    Veteran’s Preference Points
    To be eligible, applicant must have served at least 181 consecutive days of active duty in the Armed Forces of the United States and have received either an honorable discharge or a general discharge under honorable conditions. A COPY OF THE DD 214, SHOWING DISCHARGE TYPE (GENERALLY COPY 4), MUST BE RECEIVED IN THE HUMAN RESOURCES DEPARTMENT BY THE FINAL FILING DATE (or APPLICATION REVIEW DEADLINE). Applicants who have a service connected disability must also submit a recent award letter from the VA stating they are receiving disability benefits for service connected reasons.

    Veteran applicants for initial County employment with an honorable or general under conditions discharge shall receive five (5) points added to their combined score. Disabled veterans rated at not less than 30% disability shall have ten (10) points added to their combined score. Veteran’s preference points will only be added to passing scores in competitive open examinations.

    SUPPLEMENTAL INFORMATION

    Independent travel may be required.

    Selectees for employment must, as a condition of employment, sign a statement agreeing to comply with Section 11165/11166 of the California Penal Code relating to child abuse reporting and Section 15630 relating to Adult Abuse and reporting.

    Candidates for some positions in this class will be required to pass a background investigation in accordance with applicable law, regulation and/or policy.

    Employees may be subject to be on call on a 24 hour basis for crisis management.

    Incumbents may be required to be able to work in an environment which may include exposure to communicable disease.

    ADA COMPLIANCE

    Physical Ability: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.

    Sensory Requirements: Some tasks require visual perception and discrimination. Some tasks require oral communications ability.

    Environmental Factors: Incumbents must be able to work in an institutional environment which may include exposure to communicable disease and unpleasant working conditions.
