    JOB SUMMARY
    The Control Systems Analyst is responsible for designing, programming, implementing, and maintaining Industrial Control systems {Supervisory Control and Data Acquisition (SCADA) and Distributed Control System (DCS)} including troubleshooting, installing, implementing, maintaining, and upgrading all related system components. Additionally, this position is responsible for maintaining network connectivity and serves as the first point of contact for technical support issues related to SCADA/DCS.

    ESSENTIAL FUNCTIONS
    • Designs, programs,and implements new Industrial Control programs, (SCADA and DCS), graphical user interface (GUI) screens, and control strategies.
    • Develops, debugs, tests, and implements new PLC based control systems.
    • Provides support for network connectivity or related network issues by troubleshooting, diagnosing, and resolving network problems.
    • Configures and maintains data communications network and radio telemetry systems including Cisco routers, switches, and firewalls.
    • Researches, analyzes and recommends the implementation of software or hardware changes to rectify network deficiencies or to enhance network performance.
    • Maintains and provides system administration to include, backups, screen updates, error checking, troubleshooting, applying patches, and reviewing performance data.
    • Creates, implements, and maintains ad-hoc and/or scheduled reports used for organizational and regulatory purposes to include analyzing and verifying statistical data.
    • Provides technical support and guidance to internal users and contractors (remote and field) by diagnosing, troubleshooting, and resolving industrial control system and related technical problems.
    • Researches, evaluates, and tests upgrades and/or replacements for equipment, hardware, and/or software.
    • Maintains and monitors SCADA/DCS database performance by developing, automating, and scheduling interfaces between different databases and applications.
    • May create, implement, and provide formal and informal user training.
    • Performs other duties as assigned.

    DECISION MAKING
    • This position works under limited supervision and is expected to take individual initiative in planning and performing work.
    • This position may act on behalf of Supervisor- Control Systems in his/her absence.
    • This position serves as a technical lead in various projects.

    MINIMUM REQUIREMENTS
    • Bachelor's Degree in Computer Science, Engineering, or a related field from an institution accredited by a recognized accrediting agency.
    • Three years' SCADA/DCS related system administration and programming experience to include PLC programming in Function Block and Ladder Logic, and computer and network operating system experience.
    • Working knowledge of Cisco IOS.
    • Knowledge of network monitoring and management tools such as Wireshark, Putty, WinSCP, WS FTP.
    • Knowledge of software applications such as Java, Exceed, Unity pro XL, RS Logix 5000, and Concept.
    • Ability to communicate clearly and effectively, both verbally and in writing.
    • Proficient in the use of Microsoft Word, Excel, PowerPoint, Access and Outlook.
    • Valid Class "C" Texas Driver's License.
    PREFERRED QUALIFICATIONS
    • Familiarity with industrial control processes for water/wastewater industry.
    • Cisco certification.
    • Database administration experience, SQL.
    • Class "C" Texas Water or Class "C" Wastewater Treatment Plant Operator License.

    JOB DIMENSIONS
    • Maintains contact with internal and external agencies, including SAWS management, state and federal regulatory, vendors, contractors, and consultants.
    • Conducts meetings and training, writes technical documents.
    • Communicates effectively, verbally and in writing.

    PHYSICAL DEMANDS AND WORKING CONDITIONS
    Works in both an office and field environment. The Control Systems Analyst is exposed to construction sites, electrical, loud noises, fumes, odors, insects, snakes, poor ventilation, and extreme temperatures. The Control Systems Analyst must be able to stand, walk, climb stairs and ladders, listen, smell, have good visual acuity, color vision, drive, and lift up to 50 pounds. May operate a company vehicle on a daily basis.

    Required to be on-call and work unusual hours as required to support a 24/7 operation.
