    The City of Fremont's Human Resources Department is recruiting for a Human Resources Technician I/II (Benefits).

    THE OPPORTUNITY
    The City is seeking a detail-oriented and customer-focused Human Resources Technician to join our Human Resources team. This position provides essential support in the administration of the City’s health and welfare benefits programs and plays a key role in delivering high-quality service to employees and retirees. Responsibilities include processing benefit transactions in accordance with policies, procedures, and Memorandums of Understanding; supporting leave administration; preparing reports; reconciling benefit billings; assisting with new hire orientations and off-boarding; and supporting special projects such as open enrollment and ACA compliance. This is an excellent opportunity for an HR professional who thrives in a fast-paced, public-sector environment and is interested in building a strong foundation in benefits administration while contributing to a positive employee experience.

    The ideal candidate for this opportunity possesses the following:
    • Working knowledge of human resources principles and practices, with experience in a public-sector environment performing payroll and/or benefits administration.
    • Experience supporting health and welfare benefits programs, including medical, dental, vision, leave administration (FMLA/CFRA/PDL), ACA, and COBRA.
    • Strong customer service and interpersonal skills, with the ability to handle sensitive inquiries from employees, retirees, and external partners with professionalism and tact.
    • Demonstrated ability to manage multiple priorities, meet deadlines, and thrive in a high-volume, fast-paced work environment.
    • Strongproblem-solving skills and an action-oriented mindset, with the initiative to anticipate tasks and support special projects such as open enrollment.
    • Abilityto compile, research, and prepare reports, reconcile benefit billings, and maintain accurate records with a high level of attention to detail.
    • Proficiency with HR systems and technology, including PeopleSoft, CalPERS, Microsoft Office Suite, virtual collaboration tools (Teams/Zoom), and Adobe Pro.

    Human Resources Technician I
    Definition

    To perform varied paraprofessional and technical duties requiring a thorough knowledge of Human Resources procedures and functions, as well as applicable Federal and State laws and regulations, and the exercise of discretion and tact in processing documents and information of a confidential or sensitive nature in a variety of program areas including recruitment and selection, benefits and payroll administration, and classification and compensation.
    Class Characteristics

    Human Resources Technician I: This is the entry-level class in the series. Positions in this class typically have little or no directly related work experience and work under immediate supervision while learning job tasks. This class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. Incumbents work under immediate supervision, progressing to general supervision as procedures and processes of assigned area of responsibility are learned.

    Some positions within this classification may be permanently assigned at the Human Resources Technician I level based on the level and the nature of the duties assigned.

    Human Resources Technician II

    Definition

    To perform varied paraprofessional and technical duties requiring a thorough knowledge of Human Resources procedures and functions, as well as applicable Federal and State laws and regulations, and the exercise of discretion and tact in processing documents and information of a confidential or sensitive nature in a variety of program areas including recruitment and selection, benefits and payroll administration, and classification and compensation.

    Class Characteristics

    Human Resources Technician II: This is the journey level class within the series and has the ability to perform the full range of duties assigned, with only occasional instruction or assistance as unique situations arise. Employees at this level are fully aware of the operating procedures and policies within the work unit, and receive general supervision from an assigned supervisor. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

    Some positions within this classification may be permanently assigned at the Human Resources Technician I level based on the level and the nature of the duties assigned.

    Essential Functions

    Benefits & Payroll Assignment:

    • Performs specialized technical and highly detailed work in the preparation, review, verification and processing of payroll records in a centralized payroll function.
    • Maintains records for employee payroll deductions and prepares reports and payments to various taxing, financial and insurance organizations.
    • Conducts training and assists in providing instruction to other departments' employees regarding specialized procedures and requirements of the payroll system.
    • Proofreads and checks typed and other materials for accuracy, completeness and compliance with departmental policies, laws and other regulations.
    • Processes various periodic billings for services such as insurance, association dues, etc.
    • Compiles, researches, and prepares a variety of periodic and special reports relating to the payroll and/or benefits function.
    • Processes employee transactions using HRIS, including new hires, merit and salary increases, promotions, transfers and separations.
    • Provides information to City employees and others that require the use of judgment and the interpretation of policies, laws, rules and procedures.
    • Processes health benefits for employees and retirees according to established policies and procedures and Memoranda of Understanding.
    • Assists with open enrollment activities and record keeping.
    • Processes payments and reconcile monthly premiums for active and retired City employees.
    • Acts as liaison between employees and contracts benefits providers.
    • Processes wage garnishments and W-2 forms.
    • Performs scanning, indexing and filing of confidential HR documents, including personnel files.
    • Manages various reimbursement programs including Commuter Checks, Tuition Reimbursement, Computer Loan and Recruitment Incentives.
    • Builds and maintains positive working relationships with co-workers, other City employees and the public using principles of good customer service.

    Incumbents of the entry (I) level are expected to acquire the following

    Knowledge of: Theories, principles and practices of public human resources administration; human resources information systems programs; principles and procedures of payroll accounting; recruitment and selection processes; benefits administration; classification and compensation plans; Federal and State employment laws; Federal and State tax laws pertaining to withholding, FICA, Medicare, etc.; research methods and techniques; computer software, including word processing, database, spreadsheet and accounting applications; English usage, spelling, punctuation and grammar; basic mathematical calculations and statistics and statistical methods; modern office procedures, methods and computer equipment.

    Any combination of education and/or experience that has provided the knowledge, skills and abilities necessary to satisfactory job performance would be qualifying.

    Human Resources Technician I: A typical qualifying background would include: education equivalent to an Associate's degree from an accredited college with major course work in human resources.

    Human Resources Technician II: In addition to the above, three years of responsible administrative clerical or technical experience in the assigned subject area.

    Demonstrated experience may be substituted for college coursework.

    The Organization

    The City of Fremont is a full-service general law city operating under a Council-Manager form of government that combines the civic leadership of elected officials with the managerial experience of an appointed City Manager. Policy-making and legislative authority are vested in a seven-member city council. Six Councilmembers are elected on a by-district basis, with the Mayor separately elected to a four-year term by a citywide vote.

     

    The City Council appoints the City Manager and City Attorney. The City Manager is responsible for implementing City Council policy and administering the day-to-day operations and affairs of the City in a businesslike and prudent manner. The City Attorney serves as chief legal advisor to the City, providing transactional and litigation services to the City, as represented by the City Council, City advisory bodies, and City departments.
