    Position Information

    This recruitment is promotional only. You must presently be a full or part-time regular or probationary County of Sonoma, Community Development Commission, Sonoma County Fairgrounds, or Sonoma County Water Agency employee in order to apply for this position.

    The Information Systems Department (ISD) has requested a department promotional certification to fill a Technical Services Division Director position. Only qualified permanent and/or probationary ISD employees on the eligible list may be eligible for referral to the department for the advertised position. This employment list may also be used to fill future full-time or part-time positions as they occur during the active status of the list. The Civil Service title is Information Systems Division Director.

    The Technical Services Division Director leads the planning, organization, and execution of the County’s enterprise technical services operations. Reporting to the Assistant Information Systems Director, this executive-level role oversees the Service Desk, Desktop Support, Data Center Operations, Network Infrastructure, VoIP and Telephony, Warehouse Operations, Cloud Services, and Public Safety Systems. This position provides strategic and operational leadership for mission-critical technology services, supports business continuity and disaster recovery efforts, monitors and manages the division's budget, and collaborates with County departments and executive leadership to align technical services with organizational goals. Additionally, this position will:
    • Ensure secure, reliable, and resilient technical services through effective operations, cybersecurity practices, and incident response
    • Direct the planning, design, implementation, and lifecycle management of enterprise infrastructure across on-premises, hybrid, and cloud environments
    • Manage vendor relationships, contracts, and service providers
    • Recommend infrastructure, cloud, telecommunications, security, and public safety technology strategies and investments
    • Advise the Assistant Information Systems Director and ISD Executive Team on enterprise initiatives, risks, budget, and policy matters
    • Exercise independent judgment in operational, staffing, prioritization, and technical decisions within County policy

    This position is primarily office-based and requires regular travel to data centers, network facilities, warehouses, and County sites; a valid California driver’s license is required.

    The ideal candidate will have senior-level experience leading enterprise information technology infrastructure and technical services in a complex organization. They will also possess many of the following:

    • Broad knowledge of enterprise infrastructure architectures, including on-premises, hybrid, and cloud environments
    • Experience in budget development and fiscal management for technical services
    • Strategic leadership skills with experience in people management
    • Effective communication skills with the ability to build collaborative relationships
    • Demonstrated professionalism, sound judgment, and a customer-focused approach

    Please note: This position is required to have access to the Sheriff’s Office or Probation Department facilities. This requires a more extensive “Security Clearance” that will be performed after hire. Successful completion of the probationary period may be contingent upon passing the security clearance, which may include completion and review of a Personal History Statement packet, Live Scan fingerprint-based criminal history checks, warrant checks, written reference checks, etc. If you are offered a position that requires a security clearance, the job offer letter will clearly specify this as a condition of the probationary period.

    Minimum Qualifications

    Experience: Any combination of training and experience which would provide an opportunity to acquire the knowledge and abilities listed. Normally, six years of technical professional experience involving systems analysis, programming, systems engineering, or similar field in a multi-platform information systems environment, including two years providing project supervision and management would provide this opportunity. Specific experience related to the work of the assigned division may be required. Additional highly relevant professional experience may be substituted for the required education.

    Education:
    Any combination of education and training which would provide the opportunity to acquire the knowledge and abilities listed. Normally, graduation from a four year college or university with major coursework in computer science, information systems, or a closely related field would provide this opportunity.

    License: Possession of a valid driver's license at the appropriate level including necessary special endorsements, as required by the State of California to perform the essential job functions of the position.

    The position advertised on this announcement does require possession of a valid California Driver’s License.

    Knowledge, Skills, and Abilities

    Considerable knowledge and understanding of: mainframe, PC, LAN, Network and telecommunications systems development; principles, practices, and technology of wireless, voice, and data communications; database design and structured coding and analysis; application development products; techniques, tools, and principles of project management; computer operations, including operating systems and software products; principles, methods, and techniques of systems analysis, inter-relationships, design, and implementation; methods to analyze and recommend business solutions to meet customer needs and requirements; principles and practices of personnel supervision and management; budgeting principles and procedures.

    Working knowledge and understanding of: requirements and methods of procurement, contract negotiation and preparation.

    Ability to: plan, organize and direct the activities of division staff; manage and direct complex projects, operations, infrastructure, and maintenance in a complex information systems environment consisting of IBM mainframe and peripherals, mid-range computers, various operating systems and relational databases, and multi-protocol and multi-faceted LAN/WAN topology; adapt to and plan for changes in technology and work environment; analyze customer's problems, develop effective business solutions, and prepare cost estimates; work cooperatively and effectively with staff, customers, vendors, and the public; perform a variety of tasks in a consistent and accurate manner; analyze and evaluate information, problems, and situations and develop an effective course of action; prepare clear, concise and accurate oral and written reports.

    The selection procedure will consist of the following examination:

    An Application and Supplemental Questionnaire Appraisal Examination (weight 100%) will be conducted to evaluate each applicant's application and supplemental questionnaire for satisfaction of minimum qualifications (pass/not pass); and for educational coursework, training, experience, knowledge, and abilities which relate to this position.     Candidates demonstrating possession of the minimum qualifications will be placed on an employment list in order of most qualified to least qualified based on the achieved score received in the Application and Supplemental Questionnaire Appraisal Examination. Scores may be adjusted based on such factors as the number of candidates, anticipated vacancies, past practice, and natural breaks in the scores achieved by this group of candidates.
