    The County of Monterey Treasurer-Tax Collector is an elected officer of the County. Operating under statutes of the State of California, the Treasurer-Tax Collector performs a variety of functions which collectively contribute to the financial management network of the County, the County's school districts, and many of the County's special districts. The primary responsibilities of the Treasurer-Tax Collector include the billing, collection, reporting and accounting for all real and personal property taxes levied in the County, transient occupancy and cannabis business taxes levied in unincorporated county areas, and business license monitoring and collection; banking and investment of county, school and special district funds; and collection enforcement for Superior Court fines. The department of the Treasurer-Tax Collector consists of three divisions: Tax Collection, Treasury, and Revenue.

    The Treasurer-Tax Collector's Office seeks a Finance Systems Manager to manage and analyze finance-based systems to insure internal control, accountability and the protection of County assets.
    The Eligible List established by this recruitment process may be used County-wide to fill current and future vacancies on a regular full-time, part-time, or temporary basis.

    Examples of Duties

    Studies and evaluates financial management systems; evaluates the need for new systems, changes or updates existing systems, and develops and revises methods, procedures, control forms and input data. Designs and/or specifies web-based applications that incorporate strict standards of security controls, firewalls, fraud prevention and countywide system protocols. Consults with vendors and/or Information Technology Department for appropriate technical, hardware and software support and to ensure systems meet the highest standards of internal controls and security. Analyzes business needs in relation to software applications and recommends appropriate information technology. Thinks creatively and develops new methods, procedures and approaches to maximize departmental information systems efficiency and customer service. Manages the conversion to new systems, which may include conducting training, and writing user specifications and procedures.Writes command procedures to modify or control software; documents command procedures. Evaluates and manages all departmental financial management systems consults with Information Technology and system vendors to design and implement system modifications.Conducts financial audits for system integrity and forensic audits for documentation and resolution of accounting fund control issues.Some positions may be required to manage and supervise subordinate staff by directing, assigning, coordinating and evaluating work and recommending disciplinary action when necessary.Performs analysis of departmental information systems to ensure applicability with current operating standards and legal requirements.     THE SUCCESSFUL CANDIDATE
    Will have a proven track record demonstrating the following knowledge, skills and abilities:
    Thorough Knowledge of:
    • The principles of systems and procedures analysis
    • PC, networks and client server technology; contemporary financial management system platforms and data bases
    • Internet and intranet protocols, web design, development and maintenance
    Working Knowledge of:
    • The capabilities and limitations of a financial management systems used to support financial operating systems
    • The uses and limitations of micro, mini and mainframe computer applications
    • The principles and methods of automated records management systems
    • The principles and techniques of automated information entry, storage and retrieval
    • Office automation programming and command languages and the tools used to modify or interface software and hardware
    Skill and Ability to:
    • Communicate with departmental personnel not familiar with financial management systems and translate their needs into automated office system solutions
    • Analyze basic business problems and develop office automation methodologies
    • Read and interpret a wide variety of technical manuals and instructions designed for automated applications
    • Meet project timelines
    • Identify and initiate corrective actions to solve application software problems
    • Communicate effectively both orally and in writing including writing clear, concise and detailed instructions
      and procedures and preparing systems and programming documentation
    • Prepare detailed operating systems users guides, instructions and flow charting
    • Diagnose systems problems and initiate corrective action
    • Provide excellent and courteous customer service and establish and maintain effective working relationships


    Examples of Experience/Education/Training

    Any combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment is qualifying. An example of a way these requirements might be acquired is:

    1. A Baccalaureate degree in Computer Science, Business Administration, Finance, Accounting or a related field

    AND
    Three years of experience in business systems analysis, design or management
    OR
    2. A graduate level degree in Computer Science, Business Administration, Public Administration, Finance or a related field
    OR
    3. CPA (Chartered Financial Analyst) or CPA (Certified Public Accountant) certification
    AND

    Two years of experience in business systems analysis, design or management

    CONDITIONS OF EMPLOYMENT
    The required conditions of employment include, but are not limited to the following:
    • Possess a valid California Class C driver license at the time of appointment and possess and maintain a satisfactory driving record or provide evidence of suitable transportation which is approved by the appointing authority.
    • Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency; travel out of County to attend meetings.
