THE POSITIONThe Assistant to the City Manager / Process Improvement is an unclassified executive management position that serves as a senior member of the City Manager’s Office leadership team, reporting directly to the Senior Assistant City Manager. The position provides enterprise-wide leadership for citywide initiatives, organizational performance improvement, operational excellence, and cross-departmental process optimization.
This role functions as the City’s executive lead for continuous improvement, using Lean Six Sigma and performance management methodologies to modernize service delivery, improve efficiency, eliminate duplication, and enhance accountability. The position ensures that executive priorities and City Council direction are translated into measurable, data-driven outcomes across departments.
ESSENTIAL JOB DUTIESThe following tasks represent key responsibilities for this position. Incumbents may not be required to perform all listed duties and may be assigned other related tasks as needed.
Citywide Process Improvement & Operational Excellence- Leads Citywide process improvement initiatives using Lean Six Sigma methodologies and continuous improvement principles.
- Identifies inefficiencies, workflow gaps, service delays, and duplicative processes; develops and implements corrective solutions.
- Facilitates value stream mapping, root cause analysis, and process redesign efforts.
- Promotes a culture of operational excellence, innovation, and accountability across departments.
Citywide Initiatives & Strategic Execution- Coordinates and implements high-priority Citywide initiatives requiring cross-departmental collaboration.
- Translates executive direction into structured work plans with defined performance measures.
- Monitors progress of major initiatives and ensures alignment with executive and Council priorities
- Provides executive-level project oversight for complex operational improvement efforts.
Interdepartmental Coordination- Leads cross-departmental teams focused on operational synergy, workflow coordination, and service delivery integration.
- Facilitates collaboration between divisions to streamline processes and reduce silos.
- Supports departments in applying continuous improvement techniques.
Analytical & Executive Support- Conducts operational, fiscal, and organizational analyses to support executive leadership decisions.
- Evaluates feasibility and impacts of proposed operational changes.
- Prepares executive briefings, reports, and presentations.

EXAMINATION PROCEDURESMINIMUM QUALIFICATIONSEducation• Bachelor’s degree in public administration, business administration, organizational development, or a related field.
Experience• Four (4) years of progressively responsible professional experience in public sector administration, executive support, organizational performance, or strategic initiatives.
Preferred:
• Master’s degree in Public Administration, Business Administration, or related field.
• Lean Six Sigma certification (Green Belt or higher).
• Experience supporting executive leadership or a City Manager’s Office.
Equivalent combinations of education and experience may be considered.
