Administrative Office of the Courts

The Administrative Office of the Courts is the operational arm of the Judicial Branch. The AOC supports court facilities and programs in all 120 counties, with its main campus in Frankfort.

The AOC was established in 1976 as a result of the Judicial Article. The Judicial Article created Kentucky’s unified court system and made the chief justice head of the state court system, also known as the Kentucky Court of Justice.

The AOC carries out duties that are mandated by the Kentucky Constitution, including administering the Judicial Branch budget, building and maintaining court facilities, maintaining court statistics through a statewide case management database, administering personnel policies and payroll for court personnel, and providing educational programs for judges, circuit court clerks and support staff.

The Kentucky Court of Justice is one of the commonwealth’s finest achievements and has earned a national reputation for many of its initiatives, including Family Court, Drug Court, judicial center facilities, judicial education, pretrial services, court interpreting services, and diversity awareness. Its statewide case management system has put Kentucky on the cutting edge of court technology.

MAKES RECOMMENDATIONS TO THE KENTUCKY SUPREME COURT CONCERNING NEW AND REVISED RULES OF ADMINISTRATIVE PROCEDURE FOR THE KENTUCKY COURT OF JUSTICE RELATING TO BUDGET, FINANCIAL MANAGEMENT, PROCUREMENT, AND FACILITIES. PROVIDES STRATEGIC MANAGEMENT FOR THE AOC'S FINANCIAL AND REAL PROPERTY FUNCTIONS INCLUDING THE OFFICE OF BUDGET AND FORECASTING, THE DEPARTMENT OF FINANCIAL SERVICES, AND THE DEPARTMENT OF COURT FACILITIES. MANAGES AND OVERSEES THE RELATIONSHIP BETWEEN AOC AND INTERNAL OR EXTERNAL AUDITORS. ENSURES THAT EFFECTIVE INTERNAL CONTROLS ARE IN PLACE AND ENSURES COMPLIANCE WITH GAAP AND GASB PRINCIPLES. IMPLEMENTS AUDIT RECOMMENDATIONS AND CONTINUAL IMPROVEMENT MEASURES. OVERSEES FINANCIAL SYSTEMS IMPLEMENTATIONS AND UPGRADES. IDENTIFIES AND MANAGES INSURANCE REQUIREMENTS AND RISKS INCLUDING RISKS OF FRAUD, WASTE, OR ABUSE. PROMOTES TRANSPARENCY AND ETHICS IN THE OPERATIONS OF THE AOC. OVERSEES THE ACTIVITIES OF THE OFFICE OF BUDGET, INCLUDING DEVELOPMENT OF THE BIENNIAL BUDGET REQUEST AND MANAGEMET OF GRANTS. OVERSEES THE ACTIVITIES OF THE DEPARTMENT OF FINANCIAL SERVICES, INCLUDING PROCUREMENT OF GOODS AND SERVICES FOR THE JUDICIAL BRANCH, THE DEVELOPMENT OF CONTRACTS FOR THE JUDICIAL BRANCH, PROPERTY ACCOUNTABILITY, FLEET MANAGEMENT, ACCOUNTS RECEIVABLE, ACCOUNTS PAYABLE, AND THE DEVELOPMENT AND SUBMISSION OF THE ANNUAL CAFR. OVERSEES THE ACTIVITIES OF THE DEPARTMENT OF COURT FACILITIES, INCLUDING APPROVAL AND REIMBURSEMENT OF NONRECURRING OPERATING COSTS, LEASING REAL PROPERTY FOR THE JUDICIAL BRANCH, ESTABLISHING STANDARDS FOR MAINTENANCE AND JANITORIAL SERVICES AND COURT SECURITY FOR COURT FACILITIES STATEWIDE. OVERSEES THE DEVELOPMENT OF THE CAPITAL PLAN AND IMPLEMENTS CAPITAL PROJECTS AUTHORIZED BY THE GENERAL ASSEMBLY. PROVIDES SUPPORT IN TROUBLE-SHOOTING SITUATIONS REGARDING DAY-TO-DAY FINANCIAL AND ADMINISTRATIVE OPERATIONS AND TRAINING AS NEEDED REVIEWS AND ANALYZES MONTHLY BUDGETS AND MONTHLY FINANCIAL STATEMENTS INCLUDING REVENUE STATEMENTS AND CASH FLOW REPORTS FOR INTERNAL REPORTING AND PROVIDES RECOMMENDATIONS. OVERSEES THE PREPARATION OF ADDITIONAL FINANCIAL REPORTS REQUESTED BY MANAGEMENT, AUDITORS, AND OTHER EXTERNAL AND INTERNAL USERS. REVIEWS AND ANALYZES MONTHLY OUT-OF-STATE TRAVEL SUMMARIES AND CURRENT VENDOR LISTS AND PROVIDES RECOMMENDATIONS. MAY EXECUTE CONTRACTS ON BEHALF OF THE AOC DIRECTOR. APPROVES ANY DEVIATIONS FROM ESTABLISHED FINANCIAL OR ADMINISTRATIVE PROCEDURES ON BEHALF OF THE AOC DIRECTOR. COMMUNICATES WITH ELECTED OFFICIALS, LOCAL GOVERNMENTS, OTHER GOVERNMENT AGENCIES, AND THE GENERAL ASSEMBLY, INCLUDING TESTIFYING BEFORE THE GENERAL ASSEMBLY AS DIRECTED BY THE AOC DIRECTOR. HIRES, TRAINS, AND RETAINS SKILLED BUDGET, ACCOUNTING, PURCHASING, PROPERTY ACCOUNTABILITY, AND FACILITIES STAFF. ESTABLISHES AND MAINTAINS STRONG RELATIONSHIPS WITH MANAGERS AND EXECUTIVE OFFICERS TO IDENTIFY THEIR NEEDS AND SEEK BUSINESS SOLUTIONS. COLLABORATES WITH THE DIRECTOR, DEPUTY DIRECTOR, CIO, AND GENERAL COUNSEL ON STRATEGIC DECISIONS FOR THE AGENCY. EVALUATES AND ADVISES ON THE IMPACT OF LONG RANGE PLANNING, INTRODUCTION OF NEW PROGRAMS/STRATEGIES AND LEGISLATION.
