Adheres to departmental procurement policies and procedures to ensure compliance with State laws and City policies. Conducts investigations and research to resolve inquiries, complaints from the end-users and vendors. Participates in long-range purchase planning and needs analysis to simplify and standardize service and commodity types and reduce cost. WORKING CONDITIONS The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature, and air conditions. Requires the ability to make coordinated gross motor movements in response to changing external stimuli within moderately demanding tolerances; or the ability to make coordinated eye/hand movements on a patterned response space within low tolerance demands with no real speed requirements. MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Business Administration, Materials Management, Engineering, Purchasing, or a field closely related to the work being performed. EXPERIENCE REQUIREMENTS Five years of progressively responsible professional experience in purchasing technical materials, equipment and/or services or performing cost benefit and/or specification analyses are required. Professional purchasing experience may substitute for the above education requirement on a year-for-year basis. LICENSE REQUIREMENTS NONE PREFERENCES Preference will be given to applicants with professional procurement experience in specification development and contract terms and conditions. Certified Professional Procurement Buyer (CPPB), Certified Public Procurement Officer (CPPO), and Certified Professional in Supply Management (CPSM) is desired. Position Description This position is responsible for the development and maintenance of the departmental computing and functional systems capability for the Resource Operations & Trading Group, which is a mission critical 24/7 operation. The Resource Operations and Trading Group optimizes Tacoma Power's resource portfolio through efficient, reliable dispatch of generation resources to maximize wholesale energy sales revenue. The wholesale energy trading activities directly impact Tacoma Power's ability to maintain low and stable rates to our customers. Leads development of new software tools, helps troubleshoot production issues, implements defect fixes, and adds new features. Leads integration and architecture of 3rd party solutions with existing legacy application and software platforms. The individual within this role will assist in software project quality assurance, business analyst activities and/or other support tasks. As one of the developers on the team, responsible for the systems as used by the business users within Power Management. Helps troubleshoot production issues, implements defect fixes, and adds new features. Needs to be extremely customer focused. Relies on experience, industry best practices for support and judgment to plan and accomplish goals. This role reports to the Power Management Systems Engineering Supervisor. Minimum Qualifications - Education and Experience • Bachelor’s degree in Civil/ Environmental Engineering/ Water Resources, or a related field • 10 year design experience in the water & sewer mains. • 5 or more years of management experience working in an asset management related field. • Proven record of engineering design work in municipal water and sewer, similar roles for industrial will also be considered; knowledge of linear asset management, including maintenance and operations is helpful; experience with data mining, analysis and the ability to research and investigate new tools and best practices and in turn implement changes where required. • Computer maintenance management system experience is a benefit; experience with developing plans and strategies; understanding of asset management concepts, frameworks and technologies applicable to asset management in the linear environment. Preferred Education & Experience • Masters degree with a major in civil or environmental engineering, water resources • 15 years of design experience in the water & sewer mains. Licensures and Certifications • Georgia Professional Engineer License or ability to acquire it by reciprocity is required.
