GENERAL DESCRIPTION OF POSITION Under general supervision, applies professional engineering knowledge and skills to a variety of engineering projects and work assignments. Work is performed under the supervision and guidance of a registered engineer, who instructs in practices of project management, engineering methodologies, and engineering principles. The Civil Engineer classification is the entry-level class within the professional engineering career ladder. Assignments provide opportunity for the application of independent judgement and initiative in the design, management and review of projects. Performs related duties as required. SUPERVISION RECEIVED Work is performed independently under the guidance and direction of the City Engineer and/or Assistant City Engineer who reviews work through meetings, conferences, inspections and the evaluation of overall results achieved. SUPERVISION EXERCISED No supervision of personnel exercised. May oversee the work performed by technical or paraprofessional Engineering staff. Minimum Qualifications/Special Requirements DESIRED MINIMUM QUALIFICATIONS EDUCATION AND EXPERIENCE Graduation from an accredited college or university with a Bachelor’s degree in civil engineering or closely related field required; and Some (6 months - 1 year) civil engineering experienced preferred; or Any equivalent combination of education, experience, and training which provides the knowledge, skills and abilities necessary to perform the work. Performs mathematical calculations, statistical computations, and financial and/or cost analyses. Prepares cost estimates for specific projects and assists in preparing the division budget. Comprehends and makes inferences from written material such as memos, letters, plans, specifications, and standards to perform duties. Prepares letters, memos, specifications, and reports with clearly-organized thoughts and using the proper sentence structure, punctuation, and grammar to communicate technical and controversial issues. Understands and/or interprets blueprints, schematic drawings, layouts, and other visual aids such as redesigning or models to perform design and design review. Communicates with the general public, other City, state, and federal employees, vendors, management, consultants, contractors, and public officials in order to perform assigned work. Learns job-related material through on-the-job training, and in a classroom setting regarding design of a particular project, or new regulations regarding design. Researches and stays current in Civil Engineering industry best practices and information technology trends. Recognizes the need for change and makes recommendations to City Engineer on new or revised programs and technology systems that support the department’s goals and can add sustainable value. Operates a City vehicle requiring a standard Arizona Driver's License to perform field reviews of projects as well as to meet with outside agencies and utility companies. REQUIREMENT(S)/MINIMUM QUALIFICATION(S) A bachelor's degree from an accredited four-year college or university; and two (2) years of full-time paid systems implementation experience in either: 1) installing, configuring, maintaining, performance tuning, patching, troubleshooting and securing enterprise level servers and networks; or 2) planning, configuring, and implementing enterprise systems and applications operating over large computing networks serving local and remote facilities; or 3) preparing programs by analyzing specifications developed by systems professionals and determining computer processing requirements, systems and/or programming flowcharts, code programs, and software solutions; or Two years of full-time paid experience with the City of Los Angeles as a Programmer Analyst; or Four years of full-time paid systems implementation experience with the City of Los Angeles as a Systems Analyst with experience in either 1) installing, configuring, maintaining, performance tuning, patching, and securing enterprise level servers; or 2) planning, configuring, and implementing enterprise systems and applications operating over large computing networks serving local and remote facilities. PROCESS NOTES Additional full-time paid experience as described above in Requirement No. 1 may be substituted on a year for year basis for the required bachelor's degree noted in Requirement No.1. One academic year is equivalent to 30 semester or 45 quarter units.Some positions may require a valid California driver's license. Candidates may not be eligible for appointment to these positions if their record within the last 36 months reflects three or more moving violations and/or at-fault accidents, or a conviction of a major moving violation (such as DUI).
