  • Job Description

    Distinguishing Features of the Class

    Provides technical and administrative guidance in improving employee performance through job specific training and through promoting occupational health and safety; facilitates compliance with occupational and environmental regulations; involves all levels of supervision in developing Standards Safe Operating Procedures; performs directly related work as required.

    Acceptable Experience and Training

    • Graduation from an accredited college or university with a Bachelor's Degree in Occupational Safety, Safety Engineering, Environmental Engineering or a closely related field; AND
    • Five (5) years of professional training development and delivery in a technical or industrial setting.
    • Education may be substituted for experience at the rate of one year of experience for one year of education.


    Required Special Qualifications

    • Candidates for positions in this class must pass a post-employment offer physical examination and drug screen;
    • Possession a valid Iowa driver's license of evidence or equivalent mobility.
    • Possession of an Iowa Grade II Wastewater Operator License and ability to obtain an Iowa Grade III Wastewater Operator License within 24 months of hire.


    Examples of Essential Work (Illustrative Only)

    • Promotes effective work practices and safety through direct interaction with employees regarding the importance of effective and safe work habits;
    • Instructs and assists employees in identifying work place hazards and solicits input in creating a safer work environment;
    • Teaches a wide variety of work and safety topics in the classroom and on the job site;
    • Leads, coaches, and coordinates employee work and safety teams;
    • Investigates, identifies, and implements first line improvements in work practices;
    • Recommends policies and procedures designed to prevent injuries or accidents and assures compliance with governmental statutes;
    • Conducts inspections and audits crews, work environment, equipment and work processes to identify work practice, safety and health problems and evaluate the level of compliance with established policies, best practices, governmental statutes and industry standards;
    • Identifies and works with subject matter experts to create best work practices;
    • Develops and recommends solutions to improve operations and work practices that will eliminate or at least mitigate injuries and lower equipment failures;
    • Conducts industrial hygiene surveys of selected City operations;
    • Ensures proper handling of hazardous chemicals and processing and storage for waste disposal;
    • Analyzes completed accidents and injury investigations to identify causes and recommends corrective action;
    • Investigates stated concerns related to work practices or safety and recommends solutions;
    • Advises work and safety teams to assist in loss prevention and improved efficiency;
    • Develops, coordinates, presents, evaluates, and documents training and training partnerships with City employees, vendors, training institutions, professional associations, and other work and safety professionals;
    • Submits necessary documentation to training institutions and professional associations for the issuance of continuing education units/hours to satisfy license/certification renewal requirements;
    • Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions;
    • Develops benchmarks, best practices and measurements to measure and document impact of training on work practices and safety;
    • Assists others with the preparation and submission of necessary documentation for recognition of excellence of employee work practices and safety;
    • Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;
    • Attends meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices and new developments in assigned work areas;
    • Responds to citizens' questions and comments in a courteous and timely manner;
    • Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;
    • Evaluates operational data and recommends adjustments and changes as appropriate;
    • Performs other directly related duties consistent with the role and function of the classification.
